La città di Luanda ha avuto una crescita incontrollata della popolazione e dell'edilizia nel corso del tempo. La guerra civile, durata 27 anni, ha portato con sé la necessità di sicurezza per la popolazione, che ha ulteriormente influenzato la concentrazione della popolazione a Luanda. L'influenza del sistema di pianificazione e gestione del territorio sull'organizzazione della città di Luanda sarà analizzata, attraverso una rassegna bibliografica basata fondamentalmente sulla ricerca documentale e sul lavoro sul campo, al fine di comprendere il funzionamento del sistema di pianificazione e identificare i fattori che hanno sostenuto l'evoluzione dell'area urbana di Luanda.

Die Stadt Luanda verzeichnete im Laufe der Zeit ein unkontrolliertes Bevölkerungs- und Bauwachstum. Der 27 Jahre lang andauernde Bürgerkrieg brachte das Bedürfnis nach Sicherheit für die Bevölkerung mit sich, was die Konzentration der Bevölkerung in Luanda weiter beeinflusste. Der Einfluss des Planungs- und Bodenverwaltungssystems auf die Organisation der Stadt Luanda wird anhand einer bibliografischen Untersuchung analysiert, die sich im Wesentlichen auf Dokumentenrecherchen und Feldforschung stützt, um die Funktionsweise des Planungssystems zu verstehen und die Faktoren zu ermitteln, die die Entwicklung des Stadtgebiets von Luanda beeinflusst haben.

The city of Luanda had an uncontrolled growth of population and construction over time. The civil war that lasted for 27 years brought with it the need for security for the population, which further influenced the concentration of the population in Luanda. The influence of the planning and land management system on the organisation of the city of Luanda will be analysed, by means of a bibliographical review based fundamentally on documentary research and fieldwork, in order to understand the workings of the planning system and identify the factors that underpinned the evolution of Luanda's urban area.

La ciudad de Luanda tuvo un crecimiento descontrolado de la población y la construcción a lo largo del tiempo. La guerra civil que duró 27 años trajo consigo la necesidad de seguridad para la población, lo que influyó aún más en la concentración de la población en Luanda. Se analizará la influencia del sistema de planificación y ordenación del territorio en la organización de la ciudad de Luanda, mediante una revisión bibliográfica basada fundamentalmente en la investigación documental y el trabajo de campo, con el fin de comprender el funcionamiento del sistema de planificación e identificar los factores que sustentaron la evolución del área urbana de Luanda.

La ville de Luanda a connu une croissance incontrôlée de la population et de la construction au fil du temps. La guerre civile qui a duré 27 ans a entraîné un besoin de sécurité pour la population, ce qui a encore influencé la concentration de la population à Luanda. L'influence du système de planification et d'aménagement du territoire sur l'organisation de la ville de Luanda sera analysée, au moyen d'une revue bibliographique basée essentiellement sur la recherche documentaire et le travail de terrain, afin de comprendre le fonctionnement du système de planification et d'identifier les facteurs qui ont sous-tendu l'évolution de la zone urbaine de Luanda.
