Der Schutz der Opfer von Terrorakten in Afrika südlich der Sahara ist relativ.Einerseits ist er anhand der normativen und institutionellen Verankerung erkennbar. Auf normativer Ebene handelt es sich um internationale und nationale Antiterrornormen, die im Vorfeld zur Kriminalisierung des Terrorismus beitragen. Hinzu kommen Beschwichtigungsmaßnahmen und Normen mit Wiedergutmachungscharakter. Auf institutioneller Ebene trägt die Mobilisierung internationaler und nationaler Institutionen mehr oder weniger zur humanitären Hilfe für die Opfer bei. Andererseits zeigt sich, dass dieser Schutz verbesserungsfähig bleibt, da man mehrere gemeinsame und eigene Grenzen der Normen und Institutionen feststellt. Diese Unzulänglichkeiten stellen eine verstreute und unfertige Szenerie der Normen und Institutionen zum Schutz von Opfern dar. Glücklicherweise zeichnen sich Lösungen ab. Als mögliche Perspektiven würde die Verankerung eines eigenen Rechtsstatus für Terrorismusopfer eine bessere Identifizierung der Opfer sowie ihrer Rechte ermöglichen. Darüber hinaus würde die Schaffung eines ständigen Gremiums und eines spezialisierten Justizkorps für Opfer deren Behandlung erleichtern und sicherstellen.

These shortcomings present a scattered and unfinished picture of victim protection norms and institutions. Fortunately, solutions are emerging. As possible perspectives, the consecration of a legal status specific to the victims of terrorism would allow for a better identification of the victims and their rights. In addition, the creation of a permanent organization and a specialized judicial body for victims would facilitate better treatment of victims.

La protección de las víctimas del terrorismo en el África subsahariana es relativa.Por un lado, se puede ver desde la consagración normativa e institucional. En el plano normativo, se trata de normas antiterroristas internacionales y nacionales que ayudan a incriminar el terrorismo. A ello se añaden medidas de apaciguamiento y normas de carácter restaurador. A nivel institucional, la movilización de las instituciones internacionales y nacionales está más o menos implicada en la asistencia humanitaria a las víctimas. Por otro lado, parece que dicha protección es mejorable, ya que existen varias limitaciones comunes y específicas a las normas e instituciones. Estas deficiencias presentan un panorama disperso e inacabado de las normas e instituciones de protección de las víctimas. Afortunadamente, están surgiendo soluciones. Como posibles perspectivas, la consagración de un estatuto jurídico específico para las víctimas del terrorismo permitiría una mejor identificación de las víctimas y de sus derechos. Además, la creación de un organismo permanente y de un órgano judicial especializado en víctimas facilitaría un mejor trato a las víctimas.

A nível normativo, estas são normas anti-terroristas internacionais e nacionais que ajudam a incriminar o terrorismo. A isto podem ser acrescentadas medidas de apaziguamento e normas de natureza restaurativa. A nível institucional, a mobilização das instituições internacionais e nacionais está mais ou menos envolvida na prestação de assistência humanitária às vítimas. Por outro lado, parece que a referida protecção pode ser melhorada, uma vez que existem várias limitações comuns e específicas às normas e instituições. Estas deficiências apresentam uma imagem dispersa e inacabada das normas e instituições de protecção das vítimas. Felizmente, estão a surgir soluções. Como perspectivas possíveis, a consagração de um estatuto jurídico específico para as vítimas do terrorismo permitiria uma melhor identificação das vítimas e dos seus direitos. Além disso, a criação de um órgão permanente e de um órgão judicial especializado para as vítimas facilitaria um melhor tratamento das vítimas.

A livello istituzionale, la mobilitazione delle istituzioni internazionali e nazionali è più o meno coinvolta nel fornire assistenza umanitaria alle vittime. D'altra parte, sembra che tale protezione possa essere migliorata, in quanto vi sono diverse limitazioni comuni e specifiche agli standard e alle istituzioni. Queste carenze presentano un quadro dispersivo e incompiuto degli standard e delle istituzioni di protezione delle vittime. Fortunatamente stanno emergendo delle soluzioni. Come possibile prospettiva, la consacrazione di uno status giuridico specifico per le vittime del terrorismo consentirebbe una migliore identificazione delle vittime e dei loro diritti. Inoltre, la creazione di un organismo permanente e di un organo giudiziario specializzato per le vittime faciliterebbe un migliore trattamento delle stesse.

D¿autre part, il apparaît que ladite protection reste perfectible, car l¿on constate plusieurs limites communes et propres aux normes et institutions. Ces insuffisances présentent un décor éparpillé et inachevé des normes et institutions de protection des victimes. Heureusement des solutions se dévoilent. Comme perspectives possibles, la consécration d¿un statut juridique propre aux victimes du terrorisme permettrait à mieux identifier les victimes ainsi que leurs droits. En outre, la création d¿un organisme permanent et d¿un Corps judiciaire spécialisé pour les victimes faciliterait à assurer mieux leur traitement.
