W MGNREGA istnieje wiele klauzul sprzyjaj¿cych inkluzji uprzywilejowanych grup spo¿ecznych. Jednocze¿nie w systemie wdro¿eniowym dominuje wiele czynników, jak równie¿ istniej¿cych w spo¿ecze¿stwie na zewn¿trz, które uniemo¿liwiaj¿ uczestnictwo marginalnych klas spo¿ecznych, zw¿aszcza kobiet, w ramach tego systemu. Odmawia si¿ im prawa do pracy nawet w tak s¿usznym programie. Opracowanie dotyczy wszystkich tych barier, które odpowiadaj¿ za s¿abe uczestnictwo kobiet w tym programie.

MGNREGA, le programme phare de l'Inde, est considéré comme la plus grande intervention de sécurité sociale au monde. Comme le cadre d'autosélection du programme devrait générer un profil de participation favorable aux pauvres, la question de l'inclusion a été prise en compte dans l'étude. En ce qui concerne l'inclusion, les cas des femmes, des SC, des ST et des personnes handicapées (PwD) ont été traités dans l'étude avec un point de vue analytique à l'aide de données secondaires. Dans le MGNREGA, il y a beaucoup de clauses qui favorisent l'inclusion des couches défavorisées de la société. En même temps, une multitude de facteurs sont présents dans le système de mise en ¿uvre et à l'extérieur de la société, qui empêchent la participation des classes marginales de la société, en particulier les femmes, dans le cadre du programme. Leur droit au travail est refusé, même dans le cadre d'un programme fondé sur les droits. L'étude traite de tous les obstacles qui expliquent la faible participation des femmes à ce programme.

MGNREGA, the flagship programme of India is considered to be the world¿s largest social security intervention. As the self-selection framework of the scheme is expected to generate a pro-poor participation profile, the issue of inclusion has been taken care of in the study. In question of inclusion the cases of women, SC, ST and persons with disabilities (PwD) have been dealt in the study with analytical point of view with the help of secondary data. In MGNREGA, there are a lot of clauses conducive for inclusion of the under privileged sections of the society. At the same time myriad of factors are prevalent within the system of implementation as well as externally existing in the society barring the participation of the marginal classes of the society especially the women under the scheme. Their right to work is denied even in such a right-based programme. The study deals with all those barriers accounting for poor participation of women under the scheme, especially focusing on social discrimination prevalent in rural West Bengal, India on the basis of micro level data.
