This study investigated the Challenges facing the Implementation of Administrative Decentralization in Somaliland local governments: By taking the Case of Borama Municipal Council. Decentralization was viewed as transfer of powers from central government to lower levels. The problem of the study was that administrative decentralization at the Borama Municipal Council had not been well implemented. Procurement procedures were not fully developed and the local government still required approval of the central government. This study focused on capacity building and planning for implementation of administrative decentralization. The status of capacity building in Borama Municipal Council was found to be poor ¿2 (4, N = 175) = 14.057 and planning was found to be poor ¿2 (4, N=175) = 68.286. The study concluded that capacity building is the greatest challenges of implementation of administrative decentralization in Borama Municipal Council. The study recommends that the Ministry of Interior Affairs in Somaliland and the stakeholders to develop awareness, campaign, training for the employees on implementation of administrative decentralization.

ABSTRACT Remittance is not a new phenomenon in the world, being a normal concomitant to migration which has always been a part of human history. The Capitalization of Small and Medium Enterprises have not been investigated in Somaliland. The remittance of Somaliland has increased in the recent years. In Borama district, remittance increased from 1 billion to 1.250 billion in 2015 to 1.4 billion in 2018 this reflects an increase of 150 million which is 60% of the five years. Each year remittance increased by 12%. Despite the increasing remittances . Hence this is not known whether remittance increased the recipient¿s use the money for investing in land or houses or in business opportunities of the SMEs in Borama district. Yet the influences of remittance had not been investigated. While financing and transferring had been suggested as possible influence of remittance on the capitalization of small and medium enterprise in Borama district.

W badaniu stwierdzono, ¿e najwi¿kszym wyzwaniem zwi¿zanym z wdräaniem decentralizacji administracyjnej w Radzie Miejskiej Boramy jest budowanie potencjäu. W badaniu zaleca si¿, aby Ministerstwo Spraw Wewn¿trznych Somalilandu i zainteresowane strony rozwijäy ¿wiadomo¿¿, kampani¿, szkolenia dla pracowników w zakresie wdräania decentralizacji administracyjnej.

Cette étude a examiné les défis auxquels est confrontée la mise en ¿uvre de la décentralisation administrative dans les gouvernements locaux du Somaliland : En prenant le cas du conseil municipal de Borama. La décentralisation a été considérée comme un transfert de pouvoirs du gouvernement central vers les niveaux inférieurs. Le problème de l'étude était que la décentralisation administrative au sein du conseil municipal de Borama n'avait pas été bien mise en ¿uvre. Les procédures de passation de marchés n'étaient pas entièrement développées et le gouvernement local devait encore obtenir l'approbation du gouvernement central. Cette étude s'est concentrée sur le renforcement des capacités et la planification de la mise en ¿uvre de la décentralisation administrative. L'état du renforcement des capacités au sein du conseil municipal de Borama a été jugé médiocre ¿2 (4, N = 175) = 14,057 et la planification a été jugée médiocre ¿2 (4, N=175) = 68,286. L'étude a conclu que le renforcement des capacités est le plus grand défi de la mise en ¿uvre de la décentralisation administrative au sein du conseil municipal de Borama.
