Die nachhaltige Bewirtschaftung großer Straßenbauprojekte in Kamerun unterliegt gesetzlichen Bestimmungen, die die Umwelt- und Sozialverträglichkeitsprüfung (EIA) zu einem wichtigen Bezugspunkt machen. In den letzten Jahren hat die Umsetzung der in diesem Instrument vorgeschriebenen Maßnahmen an Unzulänglichkeiten gelitten. Vor diesem Hintergrund wurde diese Studie mit dem Ziel durchgeführt, die Berücksichtigung von Sicherheits- und Umweltaspekten im Projekt zum Bau der Autobahn Yaoundé-Nsimalen zu verstehen und zu verbessern. Um diese Ziele zu erreichen: Es wurden halbstrukturierte Tiefeninterviews und direkte Beobachtungen durchgeführt; die Daten wurden mithilfe der Technik der sogenannten Inhaltsanalyse, der Konformitätsanalyse und der Analyse von Stärken, Schwächen, Chancen und Bedrohungen analysiert. Die Studie ergab, dass die identifizierten und analysierten Nichtkonformitäten auf bestimmte Mängel im Umwelt- und Sozialmanagementplan (ESMP), auf die ungefähre Umsetzung der ESMP-Maßnahmen durch das Unternehmen und auf eine unzureichende Überwachung der Umsetzung des ESMP zurückzuführen sind. Es wurden Empfehlungen für verschiedene Akteure formuliert, um eine nachhaltige Bewirtschaftung zu gewährleisten.

La gestión sostenible de los grandes proyectos de carreteras en Camerún está sujeta a disposiciones legales que hacen de la Evaluación de Impacto Ambiental y Social (EIAS) una referencia esencial. Sin embargo, en los últimos años se han observado deficiencias en la aplicación de las medidas prescritas por esta herramienta. En este contexto se ha realizado este estudio, cuyo objetivo es comprender y mejorar la forma en que se han tenido en cuenta los aspectos medioambientales y de seguridad en el proyecto de construcción de la autopista Yaundé-Nsimalen. Para alcanzar estos objetivos: se realizaron entrevistas semiestructuradas en profundidad y observaciones directas; los datos se analizaron mediante la técnica de análisis de contenido, el análisis de conformidad y el análisis de Fortalezas, Oportunidades, Debilidades y Amenazas. El estudio reveló que las no conformidades identificadas y analizadas se debían a ciertas deficiencias del Plan de Gestión Ambiental y Social (PGAS), a la aplicación aproximada de las medidas del PGAS por parte de la empresa y a un seguimiento insuficiente de la aplicación del PGAS. Se han formulado recomendaciones a las distintas partes interesadas para garantizar una gestión sostenible.

Sustainable management of major road projects in Cameroon is subject to legal provisions that make the Environmental and Social Impact Assessment (ESIA) an essential reference. In recent years, however, there have been shortcomings in the implementation of the measures prescribed by this tool. It was against this backdrop that this study was carried out, with the aim of understanding and improving the way in which safety and environmental aspects were taken into account in the Yaoundé-Nsimalen motorway construction project. To achieve these objectives: in-depth semi-structured interviews and direct observations were carried out; the data was analysed using the content analysis technique, compliance analysis and the analysis of Strengths, Weaknesses, Opportunities and Threats. This study revealed that the non-conformities identified and analysed were due to certain shortcomings in the Environmental and Social Management Plan (ESMP), the approximate implementation of ESMP measures by the company, and insufficient monitoring of ESMP implementation. Recommendations have been formulated for various stakeholders to ensure sustainable management.

La gestione sostenibile dei grandi progetti stradali in Camerun è soggetta a disposizioni di legge che fanno della Valutazione di impatto ambientale e sociale (ESIA) un riferimento essenziale. Negli ultimi anni, tuttavia, si sono registrate carenze nell'attuazione delle misure prescritte da questo strumento. È in questo contesto che è stato realizzato il presente studio, con l'obiettivo di comprendere e migliorare il modo in cui gli aspetti di sicurezza e ambientali sono stati presi in considerazione nel progetto di costruzione dell'autostrada Yaoundé-Nsimalen. Per raggiungere questi obiettivi sono state realizzate interviste approfondite semi-strutturate e osservazioni dirette; i dati sono stati analizzati utilizzando la tecnica dell'analisi del contenuto, l'analisi della conformità e l'analisi dei punti di forza, debolezza, opportunità e minaccia. Lo studio ha rivelato che le non conformità identificate e analizzate erano dovute ad alcune carenze nel Piano di Gestione Ambientale e Sociale (ESMP), all'attuazione approssimativa delle misure ESMP da parte dell'azienda e al monitoraggio insufficiente dell'attuazione dell'ESMP. Sono state formulate delle raccomandazioni per le varie parti interessate, al fine di garantire una gestione sostenibile.

No entanto, nos últimos anos, registaram-se deficiências na aplicação das medidas prescritas por este instrumento. Foi neste contexto que este estudo foi realizado, com o objectivo de compreender e melhorar a forma como os aspectos de segurança e ambientais foram tidos em conta no projecto de construção da auto-estrada Yaoundé-Nsimalen. Para atingir estes objectivos, foram realizadas entrevistas aprofundadas semi-estruturadas e observações directas; os dados foram analisados utilizando a técnica de análise de conteúdo, a análise de conformidade e a análise dos Pontos Fortes, Pontos Fracos, Oportunidades e Ameaças. Este estudo revelou que as não-conformidades identificadas e analisadas se deviam a certas deficiências do Plano de Gestão Ambiental e Social (PGAS), à aplicação aproximada das medidas do PGAS pela empresa e ao controlo insuficiente da aplicação do PGAS. Foram formuladas recomendações para as várias partes interessadas, a fim de garantir uma gestão sustentável.

La gestion durable dans les grands projets routiers au Cameroun est assujettie à des dispositions juridiques faisant de l¿Étude d¿Impact Environnemental et Social un référentiel primordial. Ces dernières années la mise en ¿uvre des mesures prescrites par cet outil souffre des insuffisances. C¿est dans ce contexte que cette étude a été réalisée, avec pour objectif de comprendre et améliorer la prise en compte des aspects sécuritaires et environnementaux dans le projet de construction de l¿autoroute Yaoundé-Nsimalen. Pour atteindre ces objectifs : des entretiens approfondis semi-structurés et des observations directes ont été faits ; les données ont été analysées à l¿aide de la technique dite analyse de contenu, l¿analyse de la conformité et l¿analyse des Forces, Faiblesses, Opportunités et menaces. Cette étude a révélé que les non-conformités identifiées et analysées sont dues à certains manquements du Plan de Gestion Environnementale et Sociale (PGES), à la mise en ¿uvre approximative des mesures du PGES par l¿entreprise, et à un suivi insuffisant de la mise en ¿uvre du PGES. Des recommandations ont été formulées pour différents acteurs afin de garantir une gestion durable.
