I offered one millon dollars for the cops to take a lie detector test and they said "No." It is because I saw cops murder my brother and I caught their lies on how they covered up his death! I was almost killed too, but luckily I hid underneath my dad's truck. I don't care about the money, I don't care if the entire police department is fired, my brother and I just wanted to be treated like a Human Being and in this book, it explains how I am going to do that. There is some profanity inside the book, but it because of all the anger I was feeling at the time. I won't seek revenge through my fist, I will seek justice through my book. Every dollar that I make off this book is going to a cancer charity so don't think I am trying to make money off my brother's death. I wrote the book to explain the truth and how the police department covered up my brother's death.

Al estudiar el marco conceptual de las RIG, nos damos cuenta que poco se ha avanzado en este ámbito desde la definición que Anderson diera en 1960, o de las aportaciones sobre las características y modelos señalados por Wright (1988), esto lo podemos constatar cuando revisamos a diversos autores; Agranoff (1997) y Arbós (2009) por citar a algunos (en tiempos diferentes), que no hacen más que retomar lo ya aportado por los clásicos, todos ellos ponen el énfasis en los modelos, en las dimensiones¿ Cabe aclarar que hay aportaciones importantes, pero estas son muy específicas y a ciertos sistemas de gobierno. Este avance tan lento en la construcción teórica de las RIG se debe a que estas dependen en gran medida del rejuego político que existe entre moverse de un estado unitario a uno federado o viceversa y dicho movimiento, como ya lo hemos señalado no es igual en ningún país, cada nación tiene características propias y muy específicas, lo que hace sumamente complicado intentar extrapolar las RIG entre países. El diseño institucional y la descentralización económica y administrativa condicionan una determinada estructura de RIG.
