Ziel dieser Untersuchung ist es, ein wenig erforschtes Thema zu untersuchen, nämlich die Rolle der Legislativberater in ihren institutionellen und politischen Funktionen. Zu diesem Zweck konzentrierte sich die Arbeit auf die Büros der Senatoren, die den Frente Para la Victoria - PJ-Block des argentinischen Senats bilden. Es wurden ausführliche Interviews mit den Hauptberatern, Büroleitern und/oder Beratern der neun Senatoren geführt, die den Block bilden. Anhand dieser Interviews konnten ihre Rolle, Aufgaben und Funktionen analysiert werden.Es wurde auch eine Studie der spärlichen Bibliographie zu diesem Thema durchgeführt, die eine Perspektive aufzeigt, in der der Legislativberater idealerweise als politisch neutraler Techniker gesehen oder wegen einer vermeintlich mangelnden professionellen Vorbereitung auf die Funktion, die er oder sie ausüben soll, kritisiert wird. Im Rahmen dieser Untersuchung konnten diese Vorstellungen in Frage gestellt werden.

L'obiettivo di questa ricerca è quello di esplorare un tema poco studiato, ovvero il ruolo dei consulenti legislativi nelle loro funzioni istituzionali e politiche. A tal fine, il lavoro si è concentrato sugli uffici dei senatori che compongono il Frente Para la Victoria - blocco PJ del Senato argentino. Sono state condotte interviste in profondità con i consiglieri principali, i capi ufficio e/o i consiglieri di ciascuno dei nove senatori che compongono il blocco. Da queste interviste è stato possibile effettuare un'analisi del loro ruolo, dei loro compiti e delle loro funzioni.È stato inoltre effettuato uno studio della scarsa bibliografia sull'argomento, che evidenzia una prospettiva in cui il consulente legislativo è visto idealmente come un tecnico politicamente neutrale o criticato per una presunta mancanza di preparazione professionale alla funzione che dovrebbe svolgere. Grazie a questa ricerca, è stato possibile mettere in discussione queste idee.

O objetivo desta investigação é explorar um tema pouco estudado, nomeadamente o papel dos assessores legislativos nas suas funções institucionais e políticas. Para isso, o trabalho centrou-se nos gabinetes dos senadores que compõem o bloco Frente Para la Victoria - PJ do Senado argentino. Foram realizadas entrevistas em profundidade com os assessores-chefes, chefes de gabinete e/ou assessores de cada um dos nove senadores que compõem o bloco. A partir destas entrevistas foi possível efetuar uma análise do seu papel, tarefas e funções.Também foi realizado um estudo da escassa bibliografia sobre o tema, que evidencia uma perspetiva em que o consultor legislativo é visto idealmente como um técnico politicamente neutro ou criticado por uma suposta falta de preparação profissional para a função que deve exercer. Como resultado desta investigação, foi possível questionar estas ideias.

The aim of this research is to explore a little-studied topic, namely the role of legislative advisors in their institutional and political functions. To this end, the work focused on the offices of the senators who made up the Frente Para la Victoria - PJ bloc of the Argentinean Senate. In-depth interviews were carried out with the chief advisors, heads of offices and/or advisors of each of the nine senators who make up the bloc. From these interviews it was possible to carry out an analysis of their role, tasks and functions.A study of the scarce bibliography on the subject was also carried out, which highlights a perspective in which the legislative advisor is ideally seen as a politically neutral technician or criticised for a supposed lack of professional preparation for the function he or she is supposed to perform. As a result of this research, it has been possible to question these ideas.

L'objectif de cette recherche est d'explorer un sujet peu étudié, à savoir le rôle des conseillers législatifs dans leurs fonctions institutionnelles et politiques. Pour ce faire, le travail s'est concentré sur les bureaux des sénateurs qui composent le bloc Frente Para la Victoria - PJ du Sénat argentin. Des entretiens approfondis ont été réalisés avec les principaux conseillers, chefs de bureau et/ou conseillers de chacun des neuf sénateurs qui composent le bloc. Ces entretiens ont permis d'analyser leur rôle, leurs tâches et leurs fonctions.Une étude de la rare bibliographie sur le sujet a également été réalisée, qui met en évidence une perspective dans laquelle le conseiller législatif est idéalement considéré comme un technicien politiquement neutre ou critiqué pour un manque supposé de préparation professionnelle à la fonction qu'il est censé exercer. Cette recherche a permis de remettre en question ces idées.
