The essays included in this book seek to convey, in the context of the Sub-Saharan African countries, the ideas that promoting human development is a valuable policy tool that can render important benefits to society as a whole, and as such it should receive the highest priority from policy makers. The topic of children budgets occupies the first chapter, which highlights the benefits that can be obtained from the children budget, the procedures involved in its preparation, and aspects of dissemination and transparency. Next, the determinants of the human development index are analyzed, stressing the roles played by institutional capacity and control of corruption. The topic of the poverty trap in the context of Botswanäs labor markets is discussed next, with an emphasis on the importance of parents being able to attain relatively high levels of education, so that their children can escape the poverty trap. Emphasis is put on the argument that each country should design and execute its own early childhood development strategy tailored to its particular needs, which would deliver benefits in economic and social development not obtained from other development policies.

This books investigates the determinants of the shadow (or informal) economy in Latin American countries, stressing the role played by labor market variables and by gender. The book covers several topics that have received scant attention in the literature, such as associations between the shadow economy with: income inequality; national savings ratio; economic instability; and the Keynesian multiplier. It presents the shadow economy in the context of catastrophe theory. Additionally, the book analyzes the determinants of trust in people, showing that trust is positively associated with the national coverage of social services and increases in quality employment. The role that the shadow economy plays in creating personal trust, personal happiness, and violence is also analyzed. The results suggest the shadow economy and low levels of trust existing in the Latin American countries are reflections of their low levels of social mobility, which is a result of deficient taxation that constrains public spending on social services.

After signing the peace accords that ended their civil wars in 1991, it was hoped that the Central American countries would enter a new era of peace and prosperity. But reality has become distant from that aspiration, as most countries entered persistent periods of violence and institutional weaknesses. Economic prosperity has been elusive, as all countries experience lower rates of economic growth than those attained in the fifties and sixties when import substitution policies were in place. This book examines some key areas of Central American economies, such as poverty, underemployment, remittances, economic growth and volatility, and concludes that underdevelopment has not lost ground in the region but, on the contrary, it has gained new impetus aided by neo-liberal economic policies. It concludes that there is thus the urgency to rethink the prevailing ¿development¿ model.
