Wyczerpywanie si¿ naturalnych lasów w górzystych obszarach Pakistanu jest jednym z najpowäniejszych problemów ¿rodowiskowych. Pomimo realizacji licznych projektów rozwojowych i rozbudowy, maj¿cych na celu ochron¿ i rozwój lasów, tempo wyczerpywania si¿ lasów w Pakistanie jest nadal bardzo wysokie. Niepowodzenie projektów zwi¿zanych z lasami w realizacji ich zamierzonych celów wymaga zbadania przyczyn nieskuteczno¿ci tych projektów. W zwi¿zku z tym celem badania by¿a analiza ról i interakcji zainteresowanych stron, tj. agencji wdräaj¿cych, agencji-darczy¿ców, wspó¿pracowników wdräaj¿cych i beneficjentów projektów zwi¿zanych z le¿nictwem. Cele by¿y nast¿puj¿ce: 1) identyfikacja g¿ównych zainteresowanych stron na wielu poziomach w kontek¿cie projektów rozwojowych zwi¿zanych z le¿nictwem; 2) ocena postrzegania przez zainteresowane strony powi¿zä pomi¿dzy ¿rodowiskiem ubóstwa; 3) identyfikacja interakcji pomi¿dzy ró¿nymi organizacjami i podmiotami w zakresie dziää i instytucji; 4) ocena sfery wp¿ywu zaangäowanych stron i celów realizowanych przez nie w odniesieniu do ubóstwa i ¿rodowiska.

L'épuisement des forêts naturelles dans les zones montagneuses du Pakistan est l'un des problèmes environnementaux les plus graves. Malgré la mise en ¿uvre de nombreux projets de développement et d'extension pour protéger et développer les forêts, le taux d'épuisement des forêts est encore très élevé au Pakistan. L'échec des projets liés aux forêts à atteindre les objectifs prévus exige que l'on étudie les causes de l'inefficacité de ces projets. Ainsi, l'étude visait à analyser les rôles et les interactions des parties prenantes, à savoir les agences de mise en ¿uvre, les organismes donateurs, les collaborateurs de mise en ¿uvre et les bénéficiaires des projets forestiers. Les objectifs étaient les suivants : 1) d'identifier les principales parties prenantes à plusieurs niveaux dans le contexte des projets de développement liés aux forêts ; 2) d'évaluer les perceptions des parties prenantes concernant le lien entre pauvreté et environnement ; 3) d'identifier les interactions entre les différentes organisations et acteurs en termes d'activités et d'institutions ; 4) d'évaluer la sphère d'influence des parties prenantes concernées et les objectifs qu'elles poursuivent en ce qui concerne la pauvreté et l'environnement.

Depletion of natural forests in mountainous areas of Pakistan is one of the most serious environmental issues. Despite being the implementation of numerous development and extension projects to protect and develop forests, the rate of forest depletion is still very high in Pakistan. The failure of forest related projects in meeting their intended objectives calls for investigating the causes of the ineffectiveness of these projects. Thus, the study aimed to analyse the stakeholders'' roles and interactions viz., implementing agencies, donor agencies, implementing collaborates and beneficiaries of forest related projects. The objectives were: 1) to identify major stakeholders at multiple levels in the context of forest related development projects; 2) to assess the perceptions of stakeholders regarding poverty environment nexus; 3) to identify the interactions among different organizations and actors in terms of activities and institutions; 4) to asses sphere of influence of involved stakeholders and the objectives pursued by them with regard to poverty and to environment.
