A participação da sociedade civil recorre a novas possibilidades de comunicação, já não confiando apenas nos meios de comunicação de massas tradicionais, mas utilizando dispositivos electrónicos ligados à Internet mais amplamente e com uma velocidade de acesso mais rápida do que os meios impressos, bem como de forma mais expedita do que a rádio e a televisão. Ao mesmo tempo, o poder da Internet está a aumentar à medida que se torna um novo mecanismo de acesso a um maior número de utilizadores em quase todo o mundo. Face a esta cobertura mediática de eventos políticos, ambientais, económicos e sociais, um grande esforço analítico é o de abordar o estabelecimento da agenda que ajuda a determinar quais as questões que são orientadas para captar mais atenção na sociedade e quais as que são relegadas para segundo plano, perdendo o interesse geral. A questão não fica por aqui, uma vez que não só as questões ponderadas e ignoradas captam a atenção da comunidade de forma diferente, mas também o conteúdo e as técnicas persuasivas utilizadas pelos meios de comunicação também influenciam as opiniões e o comportamento, o que é em grande parte a razão do interesse deste texto.

La participation de la société civile s'appuie sur de nouvelles possibilités de communication, ne dépendant plus seulement des médias traditionnels, mais utilisant des appareils électroniques connectés à l'internet plus largement et avec une vitesse d'accès plus rapide que la presse écrite, ainsi que plus rapidement que la radio et la télévision. Dans le même temps, le pouvoir de l'internet s'accroît à mesure qu'il devient un nouveau mécanisme permettant d'accéder à un plus grand nombre d'utilisateurs presque partout dans le monde. Face à une telle couverture médiatique des événements politiques, environnementaux, économiques et sociaux, un effort analytique majeur consiste à s'intéresser à l'établissement de l'agenda qui aide à déterminer quelles questions sont orientées pour capter le plus d'attention dans la société et quelles questions sont reléguées à l'arrière-plan, perdant ainsi l'intérêt général. La question ne s'arrête pas là, car non seulement les questions pondérées et ignorées captent différemment l'attention de la communauté, mais le contenu et les techniques de persuasion utilisés par les médias influencent également les opinions et les comportements, ce qui explique en grande partie l'intérêt de ce texte.

La partecipazione della società civile si avvale di nuove possibilità di comunicazione, non affidandosi più solo ai tradizionali mezzi di comunicazione di massa, ma utilizzando dispositivi elettronici connessi a Internet in modo più capillare e con una maggiore velocità di accesso rispetto alla carta stampata, nonché in modo più rapido rispetto alla radio e alla televisione. Allo stesso tempo, il potere di Internet sta aumentando, in quanto diventa un nuovo meccanismo di accesso a un numero maggiore di utenti in qualsiasi parte del mondo. Di fronte a questa copertura mediatica degli eventi politici, ambientali, economici e sociali, un importante sforzo analitico è quello di affrontare la definizione dell'agenda che aiuta a determinare quali questioni sono orientate a catturare la maggior parte dell'attenzione della società e quali sono relegate in secondo piano, perdendo l'interesse generale. La questione non si ferma qui, poiché non solo le questioni ponderate e quelle ignorate catturano l'attenzione della comunità in modo diverso, ma anche i contenuti e le tecniche di persuasione utilizzate dai media influenzano le opinioni e i comportamenti, il che è in gran parte il motivo dell'interesse di questo testo.

Die Beteiligung der Zivilgesellschaft stützt sich auf neue Kommunikationsmöglichkeiten, die sich nicht mehr nur auf die traditionellen Massenmedien stützen, sondern elektronische Geräte nutzen, die mit dem Internet verbunden sind, und zwar in größerem Umfang und mit einer schnelleren Zugriffsgeschwindigkeit als die Printmedien und auch schneller als Radio und Fernsehen. Gleichzeitig nimmt die Macht des Internets zu, da es zu einem neuen Mechanismus für den Zugang zu einer größeren Zahl von Nutzern fast überall auf der Welt wird. Angesichts einer derartigen Medienberichterstattung über politische, ökologische, wirtschaftliche und soziale Ereignisse besteht eine wichtige analytische Aufgabe darin, das Agenda-Setting zu untersuchen, das dazu beiträgt, zu bestimmen, welche Themen die größte Aufmerksamkeit in der Gesellschaft erregen und welche Themen in den Hintergrund treten und das allgemeine Interesse verlieren. Doch damit nicht genug, denn nicht nur die gewichteten und die ignorierten Themen ziehen die Aufmerksamkeit der Gemeinschaft unterschiedlich auf sich, sondern auch die von den Medien verwendeten Inhalte und Überzeugungstechniken beeinflussen die Meinungen und das Verhalten der Menschen, was den Hauptgrund für das Interesse an diesem Text darstellt.

The participation of civil society resorts to new communication possibilities, based not only on traditional mass media, but also using electronic devices connected to the Internet in an increasingly widespread manner and with a greater speed of access than printed media, as well as in a more expeditious manner than radio and television. At the same time, the power of the Internet is increasing as it becomes a new mechanism for accessing a greater number of users almost anywhere in the world. In the face of such media deployment of political, environmental, economic and social events, a major analytical effort is to address the establishment of an agenda that helps to determine which issues are oriented to capture the greatest attention of society and which issues are relegated, losing the general interest. The question does not stop there, since the issues weighted and those ignored not only capture differentially the attention of the community, but also the contents and persuasive techniques used by the media reach to influence opinions and behaviors, hence the interest of this text arises to a great extent.
