A investigação baseia-se numa metodologia qualitativa e avaliativa, que consistiu na recolha e análise de programas oferecidos por instituições penitenciárias e pós-prisionais para mulheres na Ibero-América, com ênfase na Colômbia. Para isso, foram utilizados critérios de inclusão, tais como: que os programas tivessem como foco a população feminina e que fossem oferecidos na Ibero-América. Tornou-se evidente que os programas encontrados na Ibero-América representam um tratamento deficiente para as mulheres, que oferecem principalmente programas que reproduzem estereótipos de género, que as necessidades específicas da sua população são desconhecidas e que a criação de programas pós-prisão está ligada às lacunas dos sistemas prisionais. Por conseguinte, foram determinados os seguintes critérios: ter em conta as regras de Banguecoque e Mandela; construir programas de inserção sócio-ocupacional que não sejam enviesados em função do género; incluir a componente psicossocial no tratamento pós-prisão; educar em valores morais e sociais; e proporcionar um acompanhamento adequado às mulheres pós-prisão.

La recherche est basée sur une méthodologie qualitative et évaluative, qui a consisté en la collecte et l'analyse de programmes fournis par des institutions pénitentiaires et post-pénitentiaires pour les femmes en Ibéro-Amérique, avec un accent particulier sur la Colombie. Des critères d'inclusion ont été utilisés à cet effet, tels que : les programmes doivent être axés sur la population féminine et doivent être proposés en Ibéro-Amérique. Il est apparu clairement que les programmes trouvés en Amérique latine représentent un traitement déficient pour les femmes, qu'ils offrent principalement des programmes qui reproduisent les stéréotypes de genre, que les besoins particuliers de leur population ne sont pas connus et que la création de programmes post-pénitentiaires est liée aux lacunes des systèmes pénitentiaires. Par conséquent, les critères suivants ont été déterminés : tenir compte des règles de Bangkok et de Mandela ; élaborer des programmes d'insertion socioprofessionnelle qui ne soient pas sexistes ; inclure la composante psychosociale dans le traitement post-carcéral ; éduquer aux valeurs morales et sociales ; et assurer un suivi adéquat des femmes post-carcérales.

La ricerca si basa su una metodologia qualitativa e valutativa, che è consistita nella raccolta e nell'analisi dei programmi forniti dalle istituzioni penitenziarie e post-carcerarie per le donne in Iberoamerica, con particolare attenzione alla Colombia. A tal fine sono stati utilizzati criteri di inclusione quali: che i programmi fossero incentrati sulla popolazione femminile e che fossero offerti in Iberoamerica. È risultato evidente che i programmi trovati in Iberoamerica rappresentano un trattamento carente per le donne, che offrono principalmente programmi che riproducono stereotipi di genere, che le esigenze specifiche della popolazione sono sconosciute e che la creazione di programmi post-carcerari è legata alle lacune dei sistemi carcerari. Pertanto, sono stati stabiliti i seguenti criteri: tenere conto delle regole di Bangkok e di Mandela; costruire programmi di inserimento socio-occupazionale che non abbiano pregiudizi di genere; includere la componente psicosociale nel trattamento post-carcerario; educare ai valori morali e sociali; fornire un adeguato follow-up alle donne post-carcerate.

Die Untersuchung basiert auf einer qualitativen, evaluativen Methodik, die in der Erfassung und Analyse von Programmen besteht, die von Strafvollzugs- und Nachsorgeeinrichtungen für Frauen in Iberoamerika mit Schwerpunkt Kolumbien angeboten werden. Als Einschlusskriterien dienten u. a., dass die Programme auf die weibliche Bevölkerung ausgerichtet sein und in Iberoamerika angeboten werden sollten. Es wurde deutlich, dass die in Iberoamerika gefundenen Programme eine unzureichende Behandlung von Frauen darstellen, dass sie hauptsächlich Programme anbieten, die Geschlechterstereotypen reproduzieren, dass ihre besonderen Bedürfnisse der Bevölkerung unbekannt sind und dass die Schaffung von Programmen nach dem Strafvollzug mit den Lücken in den Strafvollzugssystemen zusammenhängt. Daher wurden die folgenden Kriterien festgelegt: Berücksichtigung der Bangkok- und Mandela-Regeln; Entwicklung von Programmen zur sozialen und beruflichen Eingliederung, die nicht geschlechtsspezifisch ausgerichtet sind; Einbeziehung der psychosozialen Komponente in die Behandlung nach der Haft; Vermittlung moralischer und sozialer Werte; angemessene Nachbetreuung der Frauen nach der Haftentlassung.

The research is based on a qualitative methodology, of an evaluative type, which consisted of the collection and analysis of programs provided by penitentiary and post-prison institutions for women in Ibero-America, with emphasis on Colombia. Inclusion criteria were used for this purpose, such as: that the programs should focus on the female population and that they should be offered in Ibero-America. It became evident that the programs found in Ibero-America represent a deficient treatment for women, that they mainly offer programs that reproduce gender stereotypes, that their particular population needs are unknown and that the creation of post-custodial programs is linked to the gaps in the penitentiary systems. Therefore, the following criteria were determined: take into account the Bangkok and Mandela rules; build socio-labor insertion programs that are not gender biased; include the psychosocial component in the post-custodial treatment; educate in moral and social values; and provide adequate follow-up for post-custodial women.
