This book examines the progress of institutionalisation of evaluation in Asia Pacific from various perspectives. It presents prior developments and current states of evaluation in 11 countries, focusing on three dimensions, namely the political, social and professional systems. These detailed country reports, which have been written by selected researchers and authors of the respective countries, lead to a concluding comparison and synthesis. This is the third of four volumes of the compendium The Institutionalisation of Evaluation. The first volume on Europe was published in 2020, and the second volume on the Americas in 2022. It will be followed by another volume on Africa. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and sectors.

Die Themen Evaluation und Qualitätsmanagement sind bisher kaum miteinander verbunden. Insbesondere mit Blick auf die Qualitätsentwicklung in Nonprofit-Organsiationen (NPO) trägt das vorliegende Buch zur Überwindung dieses Defizits bei. Ausgehend von der Überlegung, dass die Qualität der von NPO erbrachten Leistungen vor allem im Erreichen der ursprünglich geplanten Wirkungen besteht, wird in diesem Buch die Optimierung von Wirkungen ins Zentrum einer theoretisch fundierten Evaluationskonzeption gerückt.Darauf aufbauend wird eine Methodik entwickelt mit der leistungs- und wirkungsbezogene Daten für eine rationale Programmsteuerung gewonnen werden können. Darüber hinaus werden aus der Konzeption Bewertungskriterien für die Evaluation abgeleitet. Diese lassen sich zu einem multidimensionalen Kriterienset zur Beurteilung der Qualität von NPO verdichten.Die hier präsentierte Evaluationskonzeption ist prinzipiell für alle Tätigkeitsfelder und alle Programmphasen einsetzbar. Zudem kann sie für den Aufbau von Monitoring-Systemen genutzt werden. Sie ist zwar auf die Erfordernisse und den situativen Kontext von NPO ausgerichtet, aber aufgrund ihrer Flexibilität auch für Organisationen des Profit-Sektors (Unternehmen) anwendbar.

Das vorliegende Buch basiert auf einer Evaluation von Umweltberatungsprojekten in den neuen Bundesländern. Nach einer ausführlichen Beschreibung der theoretischen und methodischen Grundlagen der Evaluation werden ihre Ergebnisse sowie daraus abgeleitete Empfehlungen für die Gestaltung künftiger Förderprogramme dargestellt.
