Vrijdag 13 januari 2012. Iedereen zegt dat je op vrijdag de dertiende niets overhoop moet halen! Wij denken juist van wel. Het schrijven van ons dagboek begint vandaag. Een boek dat iedere dag met ons meereist als vriend en praatpaal. Al onze belevenissen worden hierin opgetekend. Het hoofddoel dit jaar is als twee pelgrims van São Bento in Portugal naar Santiago de Compostela in Spanje te lopen, een fantastische ervaring op cultureel gebied. Hoe zijn de contacten onderweg met medepelgrims? Ook naar een reis over de oude pelgrimswegen door het hart van Spanje, langs beroemde steden als Avila, Salamanca, Segovia, Toledo en in het noorden van Spanje Puenta la Reina en Haro, kijken we uit. Dan door de Pyreneeën naar Frans Baskenland met steden als Salies de Bearn en Ortez en vervolgens naar Bergerac en Gien aan de Loire. Dit alles is voldoende stof om een dagboek over te schrijven. Een verhaal met een knipoog van twee pelgrims (reizigers) .

Einige theoretische Strömungen der Internationalen Beziehungen, wie vor allem der Realismus und Neorealismus, bezeichnen diesen Zustand, angelehnt an Thomas Hobbes Staatsphilosophie, als Anarchie. Hobbes wohl bekanntestes 1651 erschienenes Werk ¿Leviathan¿ besagt, dass vor der Gründung von Staaten ein ¿Naturzustand¿ (Anarchie) herrschte. In diesem Naturzustand ist jedes Individuum frei alles zu tun, was seiner Selbsterhaltung dient. Er ist folglich als Kriegs-zustand ¿Aller gegen Alle¿ zu verstehen und endet im Chaos. Die einzigste Möglichkeit den Krieg zu verhindern, ist die individuelle Abgabe des Rechts auf Selbsterhaltung an einen ¿Dritten¿, unter der Voraussetzung, dass der Nächste das auch tut. So wird aufgrund wechselseitiger Verträge der Leviathan bzw. ein künstlicher Staat erschaffen. Überträgt man Hobbes ¿Naturzustand¿ auf das internationale System, zeigen sich einige Prallelen. Die Akteure sind nun nicht mehr die einzelnen Individuen, sondern souveräne Staaten. Zwar herrscht kein Krieg aller gegen alle, aber Konflikte, sowohl zwischenstaatlich als auch innerstaatlich, sind gegenwärtig keineswegs selten. Doch kann deshalb von ¿Chaos¿ gesprochen werden? Das internationale Sicherheitssystem ist hauptsächlich durch gegenseitige Abschreckung bestimmt, wie es im Kalten Krieg deutlich wurde, aber dass die Situation nicht weiter eskaliert, ist sicher, neben (wirtschaftlichen) Abhängigkeiten von Staaten und transnationalen Akteuren, internationalen Organisationen zu verdanken, die durch einen völkerrechtlichen Vertrag entstanden sind. Allerdings besitzen sie zu wenig Souveränität, um sie als Leviathan des internationalen Systems betrachten zu können und wohl auch nicht die Absicht, zu einer Weltregierung zu werden. Die bekannteste internationale Organisation sind die Vereinten Nationen , die mit 191 Mitgliedsstaaten nahezu die ganze Welt ¿vereint¿. Aber angesichts der Gegenüberstellung gegenwärtiger Krisen und des primären Ziels der UNO, internationalen Frieden zu wahren, stellt sich die Frage, ob die UNO im Politikfeld Internationale Sicherheit versagt hat oder inwieweit es überhaupt möglich ist, dass ein solcher Zusammenschluss den Weltfrieden sichern kann?
