Cela fait presque 15 ans que l'Union soviétique n'est plus. L'ancienne Europe communiste a connu des transformations. De nouveaux états souverains sont apparus. Leurs structures économiques et institutionnelles ont été bouleversées. L'OTAN s'est étendue vers l'Est et l'Union européenne est à la veille d'un élargissement spectaculaire. This book addresses the links between war, state and sovereignty using an interdisciplinary approach. The authors and editors investigate the transformation of the state through the practices of security governance - an effective way to question the evolution of authority and legitimacy of state violence, and the organisation of human societies. This work contributes to the understanding of the transformation of state through the prism of security challenges and provides the means to identify the evolution of their regalian contours, the legal and technical forms of regulating violence, and the legitimisation of public power. This volume shows that the contribution of the social sciences is decisive for understanding the changes of the role and insertion of armed forces in their political, social and professional environment.

Depuis 1991, la Biélorussie est devenue un état souverain de plein droit grâce à la disparition de l'URSS. Mais malgré ce bouleversement social, politique et économique majeur, ce petit pays enclavé de l'Europe orientale n'a pas connu de grandes mutations. L'auteur tente ainsi d'évaluer l'impact géographique de la soviétisation : A-t-elle permis la création d'un espace radicalement différent de ce qui existait avant, en particulier pendant la période impériale russe ? Les logiques qui animaient l'espace biélorussion présoviétique ont-elles été réduites à néant par 70 années de pouvoir et de gestion soviétiques ? Pour y répondre l'auteur tente de reconstituer les différentes évolutions de l'espace biélorussien sur une période de plusieurs siècles, jusque pendant la période soviétique.
