This edited volume offers a critical, thorough, and interdisciplinary examination of arguments for eliminating the minimum democratic voting age. As children and youth increasingly assert their political voices on issues such as climate change, gun legislation, Black Lives Matter, and education reform, calls for youth enfranchisement merit further academic conversation. Leading scholars in childhood studies, political science, philosophy, history, law, medicine, and economics come together in this collection to explore the diverse assumptions behind excluding children from voting rights and why these are open to question. While arriving at different and sometimes competing conclusions, each chapter deconstructs the idea of voting as necessarily tied to age while reconstructing a more democratic imagination able to enfranchise the third of humanity made up by children and youth. This book examines the methods and approaches currently being taken by the global community of youth in influencing environmental policymakers of the United Nations. It is divided into two sections: The Groundswell Approach, exploring the use of social media and mass gatherings aimed at raising public awareness of the issue of climate change; and The Direct Approach, a participatory methodology that encourages collaboration directly with the policymaker and youth in the discussions and creation of progressive climate policy for the world. The book also delivers a detailed analysis of the United Nations¿ only database of youth-produced documentary films related to climate change research, impacts, and proposed solutions: the Youth Climate Report, arguing that film is a powerful and effective communications tool for the policymaker. The volume revisits Hedley Bull¿s seminal contribution The Anarchical Society by exploring the interconnected nature of change, contestation and resilience for maintaining order in today¿s uncertain and complex environment. The volume adds to Bull¿s theorizing by recognizing that order demands change, that contestation should be welcomed, and that resilience is anchored in local and agent-led forms of ordering. Rising inequality, the advance of far-right populism, ecological and climatic catastrophe and the scourge of global pandemic disease ¿ these are among the defining crises of our time. Addressing the governing challenges posed by each requires a more expansive vision of the scope and possibilities of state action than political scientists and economists have furnished to date. In Statecraft and the Political Economy of Capitalism political economists Scott G. Nelson and Joel T. Shelton examine several key social and political dynamics of advanced capitalism for insights into the fate of equality, community and solidarity. In chapters addressing divergent problems and spanning several centuries, statecraft is presented as a conceptual lens through which the art and practice of public action is continually rearticulated in response to the shifting economic, social and political conditions of a given epoch. Populism has lately experienced a meteoric rise to become one of the most widely used terms in academic and wider public discourses and a supposedly defining feature of both domestic and world politics. Situated at the intersection of International Relations (IR), Political Theory and Comparative Politics, this book makes a critical intervention into the burgeoning IR scholarship on populism and problematizes the often hyperbolic and sweeping usage of the term as a general descriptor for non-centrist politics of different persuasions. The book seeks to move into a different theoretical direction and broaden the empirical focus of existing IR research. Theoretically, it bridges the gap between theories of populism and IR by bringing the Laclauian, discursive approach and IR poststructuralism together in a theoretical framework. The proposed framework moves away from the search for the policy preferences and impact of populism, and instead conceptualizes foreign policy and world politics as potential sites for practicing populism, ranging from the articulation of societal grievances to the construction of populist identities such as ¿the people¿. Empirically, the book takes IR scholarship beyond the predominant focus on the populist radical right and single-country and -region studies. Building on the discourse analysis of an original data set, it offers a comparative analysis of right-wing and left-wing populist discourses in different world regions as well as populist cross-border collaboration and identity construction.

This book critically examines the manifest and latent practices of surveillance in the southern African region, using case studies from South Africa, Zimbabwe, Zambia, Namibia, Botswana and Mozambique. The book demonstrates the growing role of super-powers in the construction and normalization of the surveillance state. It traces the digitization of surveillance practices to the rapid adoption of smart CCTV, facial recognition technologies and EMSI catchers. Through predictive policing mechanisms, state security agencies have appropriated digital media technologies for sentiment analysis, constant monitoring of digital footprints of security targets, and even deploying cyber-troops on popular social media platforms. The authors argue that surveillance practices have thus been digitized with deleterious impact on the right to privacy, peaceful assembly and freedom of expression in the region. Furthermore, they argue that specific laws and regulations governing surveillance practices in the region are lagging behind. Finally, the book demonstrates how digital surveillance have significantly infiltrated the political, economic and social fabric of Southern Africa. This book provides much needed systematic, cutting-edge research into the trends, practices, policies and geo-political interests at the center of surveillance practices in the region, providing a crucial link between human rights, such as freedom of privacy and expression, and political authoritarianism.

This book provides an expanded conceptualization of legalization that focuses on implementation of obligation, precision, and delegation at the international and domestic levels of politics. By adding domestic politics and the actors to the international level of analysis, the authors add the insights of Kenneth Waltz, Graham Allison, and Louis Henkin to understand why most international law is developed and observed most of the time. However, the authors argue that law-breaking and law-distorting occurs as a part of negative legalization. Consequently, the book offers a framework for understanding how international law both produces and undermines order and justice. The authors also draw from realist, liberal, constructivist, cosmopolitan and critical theories to analyse how legalization can both build and/or undermine consensus, which results in either positive or negative legalization of international law. The authors argue that legalization is a process over time and not just a snapshot in time.

This book examines language education policy in European migrant-hosting countries. By applying the Multiple Streams Framework to detailed case studies on Austria and Italy, it sheds light on the factors and processes that innovate education policy. The book illustrates an education policy design that values language diversity and inclusion, and compares underlying policymaking processes with less innovative experiences. Combining empirical analysis and qualitative research methods, it assesses the ways in which language is intrinsically linked to identity and political power within societies, and how language policy and migration might become a firmer part of European policy agendas. Sitting at the intersection between policy studies, language education studies and integration studies, the book offers recommendations for how education policy can promote a more inclusive society. This book provides the first in-depth study of healthcare reforms in post-communist Eastern Europe. Combining insights from comparative politics and public policy analysis, it examines health reforms in Slovenia, the Czech Republic, and Poland between 1989 and 2019. The book argues that the post-communist transformation of healthcare policy has entailed a process of policy learning, and that the countries' reform pathways were shaped by a series of initiatives aimed at applying market-oriented policy ideas in healthcare. The success of these initiatives has been influenced by three factors: policy legacies, political competition, and institutional configurations. The book offers a novel comparison of health reform in the region and policy changes more generally. It will appeal to scholars and students of public policy, health policy, and European politics.

This open access edited book investigates European social rights in practice from socio-legal perspectives. It brings together fourteen socio-legal scholars, representing Nordic and Western European countries, who analyse different aspects pertaining to European social rights, namely the regulation of social rights, encounters between welfare professionals and citizens, and citizens¿ mobilisation of social rights. These three different aspects from the structure for the sections in the anthology, each analysing transformations related to regulation, encounters and rights mobilisation. The book contributes to the existing literature as it focuses on interdependent transformations on macro, meso and micro levels which are key for understanding processes and contexts related to European social rights in practice. This edited collection brings together interventions on the geographies of tourism in pandemic times approached from a biopolitical perspective. Whilst the ¿management of bodies¿ has always been a constitutive part of tourism and its spatialities, the COVID-19 pandemic has prompted the emergence of entirely new ¿states of exception¿ and emergency regimes, geared towards tight restrictions and control over the mobility and embodied practices of millions of travelers and tourists. Debates in tourism over the ¿politics of life¿, now more than ever, ought to concern health and wellbeing for both individuals and selected populations, not in the least because tourism has provided in many instances the socio-spatial conditions for the virus to spread. This book intends to show how a biopolitical analytical framework may provide a set of insights and critical perspectives that are key to the understanding of contemporary tourism practices and regimes of mobility, security, and in/exclusion ¿ particularly in relation to the COVID-19 pandemic.

This book focuses on processes of bordering and governmentality around the Greek border islands from the declaration of a ¿refugee crisis¿ in the summer of 2015 up until the emergence of the Covid-19 pandemic in 2020. The chapters trace the implementation of the EU migration hotspot approach across space and time, from the maritime Aegean border to the islands (Lesvos and Samos) and from the islands to the Greek mainland. They do so through the lenses of peoples¿ refusal to succumb to categories that get reified as identities through the hotspot approach, such as that of the ¿deserving refugee¿, the ¿undeserving economic migrant¿, the ¿translator¿, the ¿volunteer¿, the ¿tourist¿ and the ¿researcher¿. This book explores how ¿migration management¿ in Greece from 2015-2020, along with the reshaping of space and time, reconfigured peoples¿ relationships with one another and ultimately with one¿s self.

This book assesses the management and performance of networks in light of the rising popularity of collaborative approaches in public service delivery. It does so by examining the case of smoking-prevention networks in Switzerland. The book considers how network managers can be distinguished based on work-context related factors, and analyses how the interaction of these factors leads to either active or non-active network management within collaborative policy delivery arrangements. It also empirically investigates the effects that network management and other network-level and project-level factors have on the policy output performance of these networks. Adopting a multi-method approach combining a qualitative comparative analysis, case studies as well as Bayesian regressions, the book will appeal to academics and students of public policy, public administration, and public management. It will also be of use to practitioners responsible for the design and themanagement of policy delivery networks.

This book addresses the multiple dimensions of the limited reach, or breakdown, of central authority in border regions of Arab states, and their implications for state sovereignty and modes of governance. These include the emergence of illicit networks of exchange, the rise of new nonstate actors in border regions, including paramilitary or jihadi groups, and the transformation of border areas into areas of regional conflict. Collectively, the essays in this volume address such processes, which have been observable in conflict-stricken countries such as Syria, Iraq, and Yemen, and in fragile political or economic contexts, like the ones in Lebanon, Tunisia, and Algeria, as well as in relatively stable Emirates such as Kuwait. The contributions also shed light on how border peripheries in the Arab world have impacted the center of political and economic power in their states.

Focus is on five historical periods: The Populist Party of the United States in the 1890s, Prairie Populism in Canada during the early and mid-20th century, the Reform Party of Canada in the 1980s and 90s, the ¿left¿ and ¿right¿ populism of Bernie Sanders and Donald Trump in the early 21st century, and the phenomenon of Ford Nation in modern day Ontario, Canada. The author extends Ernesto Laclaüs analysis of populism as a ¿logic¿ in On Populist Reason (2005) to explore how a ¿people¿ come into being in their conflict or clash with an ¿elite,¿ defined by Chartists in the 19th century as ¿idlers,¿ providing a contrast between ¿producers¿ and ¿non-producers.¿ The author examines the linguistic media (speeches, books, radio, twitter, Facebook) used in populist discourse to convey a political message and to articulate the needs, wishes and will of a newly born ¿people¿ in their numerous guises and expressions, from ¿the plain people,¿ to ¿the little guy,¿ or to ¿brothers and sisters.¿ This volume will be of interest to researchers in an interdisciplinary range of fields, including discourse analysis, corpus linguistics, pragmatics, rhetoric and stylistics, political communication, social movements theory, media studies, and Canadian and American history.

This book explores regulatory conundrums around adolescent sexual health, abortion and assisted reproductive technologies in the UK. In doing so, it seeks to examine the various stages at which women¿s reproductive health comes into contact with government action and assesses how these legal and policy fields are shaped through the conceptual lens of policy networks. Transformed expectations of women¿s roles, along with developed biological capabilities and understandings of gender and sexuality have driven an increasingly complex politics of sex and reproduction. The book argues that assumed medial control over these issues is overshadowed by government calculations of cost-effectiveness. Moreover, decisions on the design of programmes and levels of access continually reflect traditional family formation. The outcome is unsurprisingly the marginalisation of women in publicly funded healthcare, but with a clear further impact on gender and sex minorities. COVID-19 has disrupted these dynamics further, altering the manner in which previously inhibited patients engage with the NHS. As the pandemic recedes it has become more timely than ever to consider the future of gendered healthcare in the UK, and to question the likelihood of long term change in the ability of patients to inform health policy decisions. The growing number of states with weak capacity to carry out basic governance functions is leading to unacceptable levels of human suffering.
