This book provides a critical account of federal asymmetry in India - its origins, context, forms and functioning - by taking into account the institutional effectiveness of asymmetric institutions in the regions for identity fulfillment, development and governance. It argues that while some asymmetry, de jure/ or de facto, is part of all federations for meeting some special circumstances, in India, which has followed a different path of federation building, asymmetric institutional solutions especially in the border areas have played a crucially important role in accommodating ethno-cultural diversity, ensuring law and order, a level of development and governance in a process that has turned the ¿rebels into stakeholders¿. Indiäs federal asymmetric designs and their working has been a key to holding the peripheries within the Union of India. The book utilizes both archival research and empirical survey data, as well as elite interviews.

From a rights-based approach, understanding that the State is the main guarantor for the realisation of the human right to food by providing food security, the Plurinational State would be strengthening the vision of food sovereignty, understanding that, as part of the consolidation of its struggle against neoliberalism, the primordial networks of the traditional peasant economy should be prioritised. Through their recognition and the implementation of public policies, a new community paradigm could be consolidated, translated into a model built on the vindication of the practices of the indigenous and peasant peoples it represents. Along these lines, the aim of this paper is to show how, from the philosophical vision of sumaj qamaña, the Bolivian state implements public policies that ensure food security with sovereignty by promoting traditional forms of food production or by incorporating policies and plans to improve the means of production, with the aim of promoting peasant family farming.

Dans le cadre d'une approche fondée sur les droits, comprenant que l'État est le principal garant de la réalisation du droit humain à l'alimentation en assurant la sécurité alimentaire, l'État plurinational renforcerait la vision de la souveraineté alimentaire, comprenant que, dans le cadre de la consolidation de sa lutte contre le néolibéralisme, les réseaux primordiaux de l'économie paysanne traditionnelle devraient être privilégiés. Grâce à leur reconnaissance et à la mise en ¿uvre de politiques publiques, un nouveau paradigme communautaire pourrait être consolidé, se traduisant par un modèle fondé sur la revendication des pratiques des peuples indigènes et paysans qu'il représente.
