George Grant (1918-1988) was one of Canada's foremost public philosophers. Though his thought arose out of reflection on the history of political philosophy, pressing political concerns were never far from view. He was particularly adept at locating the causes of political developments in philosophical movements that were centuries in the making. The study focuses on climate change impacts and local adaptation strategies in the rural community of Rusizi district, Rwanda. Using remote sensing methods, Landsat TM 4-5 satellite images from 2005 and 2015, taken from eartexplorer.usgs.govs, were processed, analyzed and classified using ARC GIS 10.3 software. L'administration en ligne devient un outil de réforme fondamental pour améliorer l'administration publique, en particulier dans les pays en développement comme le Ghana, où les organismes publics sont confrontés à des contraintes de ressources dans leur prestation de services publics. Bien que les études aient accordé une attention considérable à la manière dont l'administration électronique contribue à améliorer l'administration publique, il existe encore peu d'études visant à comparer les points de vue des fonctionnaires et des utilisateurs finaux. Aunque los estudios han prestado una atención considerable al modo en que la administración electrónica contribuye a mejorar la administración pública, siguen siendo escasos los estudios que pretenden comparar las perspectivas de los funcionarios y de los usuarios finales. También son limitados los estudios sobre la sostenibilidad a largo plazo de las iniciativas de administración electrónica y el grado en que los funcionarios y los usuarios adoptan y aceptan las iniciativas de administración electrónica. Sebbene gli studi abbiano prestato notevole attenzione al modo in cui l'e-government aiuta a migliorare la pubblica amministrazione, esistono ancora pochi studi che mirano a confrontare le prospettive dei funzionari pubblici e degli utenti finali. This book focuses on OLAF, the European Union¿s anti-fraud office, and examines the role of and challenges concerning fundamental rights in OLAF¿s composite enforcement procedure. The mission of OLAF (Office Européen de Lutte Antifraude) is to fight fraud, corruption and any other illegal activities that affect the financial interests of the European Union. To this end, OLAF carries out administrative investigations, in which it gathers evidence itself, and coordination cases, in which it coordinates the Member States¿ investigations. OLAF¿s investigation and coordination efforts are conceived of as mere derivatives of other more traditional forms of law enforcement cooperation in which authorities enter into obligations to cooperate with one another, but in which each acts to fulfill these obligations within its own separately identifiable legal order and on the basis of its own law. This system, in its most conventional form, is founded on the notion of territorial sovereignty.If we extend the logic of this approach from enforcement (the ¿sword¿) to fundamental rights (the ¿shield¿), issues in relation to the latter ¿ and the accompanying responsibility to prevent and/or remedy them ¿ can arise only in individual (sovereign) legal orders. The way in which we view OLAF, as an evolved cognate of traditional forms of law enforcement cooperation, therefore directly dictates which fundamental rights issues enter into the equation, and in which manner.This book proposes an innovative way of looking at OLAF, which we refer to as ¿composite enforcement procedures.¿ In this type of procedure, responsibilities for the entirety of enforcement are attributed to inextricably interlinked European Union and Member State legal orders. If we observe OLAF through this new lens, fundamental rights issues that would otherwise go unnoticed come to the forefront. These are issues that arise not in individual legal orders, but rather between or among theEuropean Union and the Member States. Die Analyse erstreckt sich von der Wahl 2019 bis zum Inkrafttreten des Vertrags von Lissabon 2009 und stützt sich auf die Gewaltenteilungslehre von Winfried Steffani. Neben einer detaillierten Darstellung seiner sechs Teilungslehren wird die EU in Bezug auf ihre Struktur, Funktion und Beziehung zu den Mitgliedstaaten eingehend untersucht. Auf den Ebenen der horizontalen, vertikalen, föderativen, temporalen, konstitutionellen, und sozialen Dimensionen werden Besonderheiten und Herausforderungen des EU-Systems beleuchtet. Die Analyse umfasst auch Aspekte wie Lobbyismus, Parteienrolle, Geschlechterverteilung und Altersstruktur in den europäischen Organen.
