Die Entwicklung von Führungskompetenzen ist eine Grundvoraussetzung für die Erfüllung der spezifischen Managementfunktionen von Gewerkschaftsführern. Infolge der Umsetzung der aktuellen Wirtschaftspolitik ist der kubanische Privatsektor ein wichtiger wirtschaftlicher und sozialer Akteur, was ihn zu einem neuen Bereich für die Gewerkschaften macht. Dementsprechend wird die Entwicklung von Führungskompetenzen in der Ausbildung von Gewerkschaftsführern auf mittlerer Ebene angesprochen; ihre Besonderheit im kubanischen Privatsektor. Auf dieser Grundlage wird ein theoretisch-methodisches konzeptionelles System für die Entwicklung von Managementfähigkeiten konzipiert, das aus grundlegenden, komplementären und treibenden Konzepten besteht, die in ihrer Wechselbeziehung dazu führen, die Dynamik in dem genannten System für die Ausübung gewerkschaftlicher Tätigkeit im kubanischen Privatsektor zu erklären, mit der entsprechenden Methodik für seine Umsetzung, ein Vorschlag, der während seiner Anwendung in der Bildungspraxis seine Lebensfähigkeit und Relevanz bewiesen hat.

Trotz dieser Anerkennung und der Verankerung in der neuen kenianischen Verfassung hat die Reform oder Transformation des Sicherheitssektors noch keinen Eingang in die allgemeine sozioökonomische Agenda gefunden. Sie bleibt in der Peripherie und wird nur von Menschenrechts- und Governance-Fachleuten befürwortet. Die Verbindung zwischen der Reform des Sicherheitssektors, der menschlichen Entwicklung und dem Wirtschaftswachstum hat die Politik in gewissem Maße beeinflusst. Die Sicherheitspolitik kann zu einem Teil der Entwicklungspolitik werden, weil sie in dem Maße, wie sie die Sicherheit erhöht, zur Entwicklung beiträgt; und die Entwicklungspolitik kann zu einem Teil der Sicherheitspolitik werden, weil eine verbesserte Entwicklung die Sicherheit erhöht. Diese Zusammenhänge legen eine recht radikale Überarbeitung sowohl der Sicherheits- als auch der Entwicklungspolitik nahe. Die Studie führt soziale und wirtschaftliche Dimensionen der Sicherheitssektorreform ein, die darauf abzielen, die Art und Weise zu ändern, wie die Sicherheitssektorreform von politischen Entscheidungsträgern, Reformern des Sicherheitssektors, zivilen Organisationen und Akademikern wahrgenommen wird: Die Reform des Sicherheitssektors sollte als "wahrgenommene" Investition und Ressource für jedes Land und nicht als unnötige Kosten betrachtet werden.

The development of managerial skills constitutes a basic requirement for the fulfillment of the specific management functions of trade union leaders. As a result of the implementation of the current economic policy, the Cuban private sector constitutes an important economic and social actor, which makes it a new space for trade union attention. Correspondingly, the development of managerial skills in the training of intermediate trade union leaders is addressed; its particularity in the Cuban private sector. On this basis, a theoretical-methodological conceptual system of managerial skills development is conceived, which is composed of basic, complementary and motor concepts, which in their interrelation lead to explain the dynamics in the referred system, for the exercise of trade union activity in the Cuban private sector, with the respective methodology for its implementation, a proposal that during its application in the educational practice, evidenced its feasibility and relevance.

Da es sich bei diesem Mechanismus um ein System zum internationalen burden-sharing handelt, leitet diese Arbeit mit einer prägnanten Explikation der zentralen Begrifflichkeiten ein und setzt mit einer theoretischen Rahmung der relevanten Erkenntnisse aus der Literatur zur Lastenteilung fort. Eine Rekonstruktion der politischen Initiativen entlang der drei dominanten Strategien zur Lastenteilung, die seit jeher im Kontext der europäischen Asylpolitik Anwendung fanden, veranschaulicht den komplizierten Prozess und die Notwendigkeit zur Etablierung eines gerechten Systems mit als fair erachteten Quoten. Des Weiteren werden eine Reihe von Einflussfaktoren analysiert, welche die Ursprünge des ungleichen Flüchtlingsaufkommens bilden und eine erweiterte Erklärung der eingeschränkten Bereitschaft einiger Mitgliedsstaaten zur Partizipation an Lastenteilungssystemen und speziell am Notfallmechanismus liefern können. Die Darlegung empirischer Ergebnisse gibt Hinweise auf die Akzeptanz oder Ablehnung des Lastenteilungssystems am Beispiel des Humanitarian Evacuation Programmes (HEP) im Rahmen der Kosovo-Krise.Spätestens seit dem Bosnienkrieg in den 1990er Jahren hat die Europäische Union Initiativen zur zwischenstaatlichen Lastenteilung in die Wege geleitet und versucht, die seit jeher bestehenden Ungleichheiten im internationalen Flüchtlingsregime durch physische, finanzielle oder harmonisierende Mechanismen zwischen den Staaten auszugleichen. Als in den 2010er Jahren oppositionelle Proteste sowie gewaltsame staatliche Unterdrückung im Jemen, Irak, in Libyen und Syrien in Bürgerkriege und letztendlich in einer Flüchtlingskrise eskalieren, sieht sich die EU unter dem wachsenden Migrationsdruck gezwungen zu handeln. Als Reaktion auf die Krisensituation auf dem Mittelmeer, führten die Entscheidungsträger der Europäische Union im September 2015 einen neuartigen temporären Notfallmechanismus zur europaweiten Aufteilung von Flüchtlingen ein, der die Entlastung der italienischen und griechischen Asylsysteme vorsah und die Umsiedlung von 160.000 Asylbewerbern regeln sollte. Dieses obligatorische Quotensystem traf jedoch auf große Ablehnung seitens einiger Mitgliedsstaaten, weshalb die Umsetzung des Planes scheiterte und eine gerechte solidarische Lösung unerfüllbar blieb.

By using the lens of transnational political biography, the chapters capture the broader picture of these women¿s lives, unpacking the links between the so-called public and private, the power structures and inequalities of their societies, the formal networks and politics in which they were involved, and the informal connections and friendships that supported their activism both at the national and international level. Challenging androcentric and Eurocentric narratives about communism, this Handbook reveals the active and significant roles of women in nineteenth- and twentieth-century communist movements and regimes, and highlights the importance of communist women in shaping the agenda for women¿s rights worldwide.

This book provides the first history of the British and American Intelligence Divisions (IDs) in occupied Germany and the liaison between them. It reveals that after the fall of Adolf Hitler¿s Third Reich, much of Germany was controlled by an Anglo-American secret system of rule which was the real backbone of the occupation and largely explains its successful outcomes. Based in Heidelberg, the American ID was the senior American military intelligence organisation in occupied Germany, responsible for the security of American forces in Europe. The British ID, based in Herford, was a purpose-built intelligence organisation designed to ensure the security of the British Zone of Germany and to help achieve the Allied occupation objectives. The IDs undertook military, scientific, security, political, and state-building intelligence tasks which each form the focus of a chapter in this book.

Selbst das Altern der Technik ist von Belastung und Pflege abhängig und nicht exakt planbar. Beobachtbares Muster, als Antwort auf diese grundlegende Unsicherheit, ist der Versuch, Konstante in der jeweiligen Lebenswelt einzuführen. Das sind dann z. B. Regeln und Vorschriften, mit denen wir gemeinsames Leben ordnen wollen. Dazu kommen noch kulturell gewachsene und verankerte Vorstellungen über das, was außerhalb unseres direkten physikalischen Erfahrungsbereiches liegt. Darüber schaffen wir einen Sicherheitsbereich, den wir durch Manipulation der Wahrnehmung und Interpretation versuchen aufrecht zu erhalten, versuchen gegen die Unberechenbarkeit der Umwelt zu verteidigen. Das Nutzbringende ist dabei, für unser gedeihliches Sein ein notwendiges Maß an Kohärenzgefühl zu ermöglichen. Wir können uns dann geborgen fühlen. Gleichzeitig schotten wir uns damit von der Vielfalt und Komplexität der Umwelt ab, orientieren uns an einer selbstbestätigenden Realitätskonstruktion. Das können wir dann Glauben nennen.Spirituelle, wissenschaftliche, politische, soziale oder ökonomische Gewissheiten entstanden aus vergangenen Erfahrungen, waren zu der Zeit als Teil einer funktionierenden Orientierung erlebbar. Als scheinbare Zukunftssicherung wird solches dann von Organisationen institutionalisiert und durch ¿Glaubens-sachverständige¿ verteidigt. Wenn wir uns durch Vielfalt im Denken auf die Zukunft vorbereiten wollen, brauchen wir eine kritische Auseinandersetzung mit unseren Gewissheiten. Damit kommen wir an den Themen von Glauben und Gott nicht vorbei. Auch Wissenschaft und Ökonomie haben dogmatische Glaubensvertreter und profitierende Organisationen. Eine Störung des Gewohnten brauchen wir vor allem dann, wenn sich diese Themen organisatorisch und kulturell verankert haben und sie uns mangels erlebbarem Kontrast alternativlos erscheinen. Auch deshalb die Frage nach dem Gott, den die Welt braucht, um überleben zu können.

Transnational Broadcasting in the Indo-Pacific brings together research spanning journalism, broadcast and political science to interrogate the issues arising from a rapidly changing global political and broadcast environment. This book asks: Why is there increasing interest in the provision of English-language media in the Indo-Pacific from countries like China? What are the implications for the traditional providers of foreign-produced news such as the Australia Broadcasting Corporation and the British Broadcasting Corporation? What now is the role of social media in the creation of broadcast journalism, and why is there panic in diplomatic circles about some of the journalism that originates from broadcasters in China and Russia? The result is a book that offers an insight into a rapidly transforming media landscape, the changing state of international relations, and the rise of new powers.

This book demonstrates that the disciplinary boundaries present within international relations approaches to security studies are redundant when examining social media, and inter- and multi-disciplinary analysis is key. A key result of the analysis undertaken is that when examining the social media sphere security scholars need to ¿expect the unexpected¿. This is because social media enables users to subvert, contest and create security narratives with symbols and idioms of their choice which can take into account ¿traditional¿ security themes, but also unexpected and under explored themes such as narratives from the local context of the users¿ towns and cities, and the symbolism of football clubs. The book also explores the complex topography of social media when considering constructions of security. The highly dynamic topography of social media is neither elite dominated and hierarchical as the Copenhagen School conceptualises security speak. However, neither is it completely flat and egalitarian as suggested by the vernacular security studies¿ non-elite approach. Rather, social mediäs topography is shifting and dynamic, with individuals gaining influence in security debates in unpredictable ways. In examining social media this book engages with the emancipatory burden of critical security studies. This book argues that it remains unfulfilled on social media and rather presents a ¿thin¿ notion of discursive emancipation where social media does provide the ability for previously excluded voices to participate in security debates, even if this does not result in their direct emancipation from power hierarchies and structures offline.

In ihrer Rolle als Oppositionspartei tritt ihre antagonistische Haltung gegenüber der Bundesregierung oft hervor. Die Arbeit beschäftigt sich mit der folgenden Forschungsfrage: "Wie konsistent sind die Haltungen der Oppositionspartei AfD im Bundestag während der Covid-19-Pandemie?". Unser Interesse stützt sich dementsprechend auf den Wandel oder Nicht-Wandel der Aussagen und Haltungen der Partei, denen wir mithilfe von Bundestagsdebatten nachgehen wollen. Um für diese Problematik eine Antwort zu finden, wird zunächst ein theoretischer Rahmen präsentiert, durch den ein grundlegender Einblick in die Thematik gewährt werden soll. Daran schließt im Kapitel des Forschungsdesigns die Vorstellung der Grounded Theory-Methode sowie die Beschreibung unseres gesamten Vorgehens während des Arbeitens mit jener Methode an. Darauffolgend werden unsere empirischen Erkenntnisse vorgestellt, die die Auswertung zweier Ausschnitte aus Plenardebatten beinhalten. Die Analyse wird mit der zusammenfassenden Kernargumentation sowie ihrer darauffolgenden Diskussion abgeschlossen. In Anbetracht der rechtsradikalen und rechtsterroristischen Entwicklungen der letzten Dekaden muss negiert werden, dass nach den erschreckenden Erlebnissen des Zweiten Weltkriegs alles gesagt sei. Vom "Nationalsozialistischen Untergrund" (NSU) bis hin zu "Patriotische Europäer gegen die Islamisierung des Abendlandes" (PEGIDA) über die Reichsbürgergruppierung reichen die Berichterstattungen der Vergangenheit, aber auch der Gegenwart. Darin findet sich außerdem eine Partei, die die deutsche Bevölkerung spaltet: die Alternative für Deutschland (AfD). Infolge ihres Aufstiegs nach der Eurokrise hat sich über die Flüchtlingskrise hinweg mit der Coronapandemie eine erneute gesellschaftliche Misere eröffnet, die insbesondere vor der parlamentarischen Ebene nicht Halt macht. Im Zuge der anhaltenden Bedeutsamkeit der Pandemiesituation ergibt sich in der Betrachtung einer speziellen Oppositionspartei inmitten der aktuellen Verhältnisse ein gehaltvoller Analysekern. Vor allem in Hinblick auf die anstehende Bundestagswahl scheint diese relevant, da sie in jener Zeit ungewöhnlichen Herausforderungen unterliegt.

Examination Thesis from the year 2022 in the subject Politics - Topic: Public International Law and Human Rights, grade: 10, Panteion University, Athen (International, European and Area Studies), course: International Justice, language: English, abstract: A thorough analysis of the judicial cases of 1978 and 2018 submitted by Ireland to the European Court of Human Rights is being presented. The conflict between the Irish Republican Army and the Royal Ulster Constabulary of the UK caused major social unrest. Gradually Ireland sought independance and the only means to obtain it legally was submitting the case to the Court. To be more specific, the present analysis concerns the effort from the Irish side to make the ECHR classify the acts of violence done to the IRA members from the UK forces as torture. It is a clear breach of the Article 3 of the Convention, however the UK side was well prepared and the judicial struggle was about to continue till 2018. The arguments of both the Applicant and the Defendant State are exposed, as well as the Court's verdict. This case, being a milestone for the Convention itself, is worth studying. For the first time the Court was called to define the term "torture" and adopted the "minimum level of severity" to classify an act as such. Would the Court's decision be different today ? The only sure thing is that the lessons learned from this case should not be forgotten, as they pave the way for better decision-making inside the European Court of Human Rights for the future cases to come.

This paper analyses the role of Federal Government Commissioners and Federal Commissioners. It focuses on their tasks, powers, independence and organisational structures as well as the legal basis for their appointment. It also describes the problems for the democratic rule of law that result from the creation of the Commissioners. The main aim of this thesis is to find out whether the legal basis of the Commissioner should be reformed.

Described as the "sick man of Europe" by the Great Powers, the Ottoman Empire in the early twentieth century was in terminal decline. The newly independent Balkan states¿Greece, Serbia, Montenegro and Bulgariäeach had significant ethnic populations who had remained under Ottoman rule. Under the guidance of Russia, which had its own interests in south-east Europe, they joined forces against the Ottomans, under the name of the Balkan League, in 1912.In the first phase of the Balkan Wars, Bulgarian, Greek, Montenegrin and Serbian armies fought together against the Ottoman Empire, dealing the Ottomans a heavy defeat in a result that made headlines around the world. In the second phase, the Balkan states fought each other, and Romania also entered the war. In the conflict¿s aftermath, new borders failed to satisfy any of the belligerent parties. Interventions by the Great Powers further increased tensions in the region. As the ultimate result, the first bullet that triggered the First World War was fired in Sarajevo in June 1914.The causes and effects of the Balkan Wars have remained controversial despite the passage of time. In this volume, writers from various Balkan nations and from across various disciplines have come together under the aegis of the Balkan History Association to address little-known and little-studied aspects of the wars. His services to general theory are at least equal to Ricardo's; and his full illustration of one particular detail will rank with the best work of Adam Smith. In the following pages the detail will be the main subject, and general theory the episode. The Political Economy and minor writings of Malthus (which are not few) will be noticed only in relation to the Essay on Population. Accordingly, the First of these Five Books will deal with the genesis, history, and contents of the Essay, plunging the reader in medias res and keeping him there, till the facts force him, in the Second Book, to recur with the author to Economical theory. The Third will show the mind of Malthus more clearly by adding to his economics his Ethics and Political Philosophy; and the Fourth, with the case now fully stated, will criticize the Critics of the Essay, and try to determine how much of its doctrine remains still valuable. The Fifth Book, with its Biography, may help the reader to associate the living personality of the man with his writings.
