Why did the postcolonial Tunisian state promise development? How do these promises reverberate in the hopes and dreams of Tunisians today? And how do they fit into contemporary global capitalist structures of exploitation? Starting from the everyday life at a French factory in Tunisia this book explores the relationship between the political economy of Tunisia, postcolonial promises of the Tunisian state and the hopes and dreams of Tunisians working in the factory. It argues for taking the concept of development seriously not as a desirable policy goal but as a multi-dimensional social and political fact: as the unfolding of global capitalism, as a postcolonial nation-state project, and as a personal everyday imaginary. The book employs a longue durée perspective that analyzes contemporary desires and expectations while tracing and placing them inside Tunisiäs history. It thus contributes to our understanding of state-society relations and global capitalism in Tunisia.

Contrary to other world regions, political regimes in the Middle East and North Africa (MENA) remain largely authoritarian. While the search for explanations is still ongoing, Christian Neugebauer draws attention to a hitherto underresearched factor: economic liberalization. Being part of a global shift from state-led development towards structural adjustment in the economy, these policies also deeply affected the countries of the MENA region. This makes the resilience of authoritarianism in the region all the more puzzling, as a large part of the scientific community expected economic liberalization to undermine authoritarian regimes. Neugebauer strives to solve the puzzle with a comparative case study that covers four countries (Egypt, Tunisia, Jordan, and Morocco) and their political regimes, from independence in the 1950s to the Arab Spring in 2011. He shows that two specific policies of economic liberalization might in fact have been relevant for regime stability: consumer-price liberalization and privatization.  

This edited volume is an open access title and assembles both the historical consciousness and transformation of the MENA region in various disciplinary and topical facets.

Domenica Preysing offers a critical reading of"e;transitional justice"e; that focuses on political dynamics in post-revolutionaryTunisia, from the ouster of president Ben Ali in January 2011 until theadoption of transitional justice bill in December 2013. She explores the role,structure and characteristics of evolving transitional justice policy discourseto provide a better understanding of how, by who, and to what effect the policylabel "e;transitional justice"e; is progressively filled with meaning. She showsthat conflicting interpretations of both the past and the present have beenboth deeply embedded in and an expression of the dynamic context of domesticpolitical transformation, as old and new elites struggle over the politicalidentity and direction of post-Ben Ali Tunisia. 

In this book, Eva-Maria Maggi argues that the European Union (EU) had an impact on institutional reform processes in North Africa in cases where major domestic actors agreed. She analyzes how political actors in Morocco used EU neighborhood policies to shape economic and environmental policy between 1995 and 2008. Maggi argues that it was not the design of the EU's neighborhood policies but rather the will of change of domestic actors in Morocco that determined the pace, direction of reform and the extent to which the EU continues to play a role in them. While Moroccan politics were indeed "e;europeanized"e; Maggi highlights the role of domestic actors who so effectively managed to put forth their own policy priorities and essentially "e;morocconized"e; the ENP.

Annette Ranko analyses the Muslim Brotherhood's challenging of the Mubarak regime and the ensuing struggle between the two from 1981 to 2011. She furthermore traces how the group evolved throughout the process of that struggle. She studies how the Brotherhood's portrayal of itself as an attractive alternative to the regime provoked the Mubarak regime to level anti-Brotherhood propaganda in the state-run media in order to contain the group's appeal amongst the public. The author shows how the regime's portrayal of the Brotherhood and the Brotherhood's engagement with it have evolved over time, and how this ideational interplay has combined with structural institutional aspects in shaping the group's behaviour and ideology.

"Victory or Martyrdom" in the Struggle of the Amal Movement

More than just reminding us that migrant voices matter, this book discusses the operationalization and integration of migrant narratives in the overall discourse and proposes a critical reflection on the knowledge production about migration. Hamza Safouane draws on personal testimonies from refugees and asylum seekers who came to Germany during the 2015 'long summer of migration' to examine migratory journeys from an immanent perspective. What analytical, ethical and methodological frameworks can be used to receive the stories of forced migrants and integrate them into a production of knowledge that is too often deaf to their voices?

Birthe Tahmaz untersucht, inwieweit der Nahostkonflikt zusätzlich zu den Vereinten Nationen als Quelle zur Normenbildung und Handlungsfähigkeit der UNRWA fungieren kann. Die Autorin zeigt auf, dass - entgegen üblicher Annahmen - VN-Organisationen verschiedene Bezugsquellen ihres Normenkanons nutzen. Folglich sollten sie nicht nur als implementing agencies sondern als autonome Akteure betrachtet werden, deren Handeln sowohl zur Wahrung als auch Destabilisierung der internationalen Ordnung beitragen kann.

Antikonfessioneller Aktivismus im Libanon wurde bisher, im Gegensatz zum Konfessionalismus, von der Forschung kaum beachtet. Karolin Sengebusch untersucht die bisher größte Protestwelle gegen den libanesischen Konfessionalismus (2010-2012) und analysiert diese mit Konzepten der sozialen Bewegungsforschung und der politischen Differenz. Die Protestwelle zeichnete sich durch bestimmte Charakteristika aus, die auch in anderen sozialen Bewegungen beobachtbar sind: Die Aktivisten organisierten sich in sehr unterschiedlichen Formen von Parteien bis zu Graswurzelorganisationen, und verwendeten vielfältige Aktionsformen von Gesetzesentwürfen bis zu Clown Walks. Die Studie setzt diese unterschiedlichen Organisations- und Aktionsformen in Bezug zu den Politikkonzepten und Zielen der Aktivisten. Die Diversität der Formen kann dabei durch die Existenz verschiedener Ziele innerhalb einer sozialen Bewegung erklärt werden.

Unter welchen Bedingungen autoritäre Regime ihre Außenwirtschaftsregulierungen verändern, wurde bislang nicht ausreichend untersucht. Thomas Richter zeichnet anhand von vier vergleichenden heuristischen Fallstudien aus der Region Nah- und Mittelost Phasen außenwirtschaftlicher Reformen zwischen 1970 und 2003 nach und benennt wichtige Gründe für den Auf- und Abbau von Außenwirtschaftsbarrieren. Seine Ergebnisse belegen die Vielfalt außenwirtschaftlicher Reformprozesse innerhalb von Entwicklungsländern und zeigen, dass die Höhe der staatlich kontrollierten internationalen Zahlungsmittel eine zentrale Bezugsgröße für außenwirtschaftspolitische Entscheidungsprozesse innerhalb von Autokratien ist.

Dieser Band befasst sich mit den derzeit beobachtbaren tiefgreifenden sozialen, ökonomischen und politischen Transformationen in der arabischen Welt, die jedoch auf der Ebene der politischen Systeme von Stagnation und Autoritarismus gekennzeichnet sind. Ziel der Beiträge ist es, innovative theoretische Ansätze aus den Politik- bzw. den Sozialwissenschaften mit konkreter empirischer Forschung zu außenpolitischen, wirtschaftlichen und gesellschaftspolitischen Entwicklungen in der Region zu verknüpfen. Drei Faktoren spielen dabei eine zentrale Rolle: innergesellschaftliche Transformationsprozesse, externe Einflussnahmen (insbesondere Demokratieförderung) und die Rolle von ökonomischen und politischen Renten.
