    La comprensión del chavismo y su modelo político depende de una base histórico-conceptual y de una percepción de los cambios ocurridos en el siglo XX. A través de este marco, estudiamos la política petrolera adoptada por el gobierno de Hugo Chávez (1999-2013) a los fines de la integración regional con el Mercosur a través de la propuesta denominada Petrosur. Para comprender este tema, optamos por analizar aspectos geográficos, políticos, económicos y jurídicos que pudieran ser vistos como obstáculos para la implementación de la propuesta, así como el carácter ideológico de los discursos de Chávez asociados a las diversas fisuras internas en sectores estratégicos de la economía venezolana. Este trabajo presenta, por lo tanto, los resultados de un estudio consistente de la realidad venezolana actual, que es, de hecho, el reflejo de un pasado lleno de cuestiones no resueltas.
