Jahrhundert entstandenen Idee der Nation? Kann Europa zu einem föderalen Konstrukt werden, das regionale und kulturelle Eigenarten fördert, betont und sie gemeinsam zu einem Europa der Zukunft macht?Diesen Fragen versucht das Essay nachzugehen und Licht ins Dunkel der Frage nach der Europäischen Identität zu geben.

Le droit de la concurrence et la principale autorité chargée de sa mise en oeuvre, le Bundeskartellamt (BKartA), sont solidement établis et largement respectés. Néanmoins, la politique de la concurrence n¿est pas étroitement intégrée, à l¿heure actuelle, dans le cadre politique général.Le droit allemand présente plusieurs caractéristiques distinctives par rapport à l¿approche de l¿UE, notamment son système de classification des accords horizontaux, le traitement séparé accordé aux accords verticaux, l¿instauration de règles spécifiques et d¿une interdiction générale afin de contrôler les conduites abusives, et l¿extension de cette interdiction à des entreprises détenant une puissance de marché relative. L¿Allemagne a été parmi les premiers pays d¿Europe à adopter et appliquer un contrôle vigoureux des concentrations, et à développer le concept d¿abus de dépendance économique afin de protéger les petites entreprises dans leurs transactions avec de grands clients et fournisseurs.L¿historique des poursuites contre les abus de position dominante est limité et mitigé, peutêtre au motif que le BKartA s¿est davantage concentré sur les questions de «cartel» qui définissaient sa mission originelle. Désormais, la question des réseaux monopolistiques de services collectifs revêt une haute priorité, et de récents amendements ont éliminé les exemptions et ajouté une règle spécifique relative à l¿accès à des installations spécifiques. La culture institutionnelle indépendante du BKartA est peut-être le trait dominant de la politique de la concurrence allemande. Les offices de la concurrence des Länder mettent également en oeuvre le droit national de la concurrence.A l¿heure actuelle, les questions de droit de la concurrence les plus intéressantes qui se posent en Allemagne découlent des réformes du droit communautaire de la concurrence et de son application. La coordination croissante de la politique communautaire de la concurrence posera un défi à l¿Allemagne, dans la mesure où elle entend protéger les forces historiques de son système, qui a fait les preuves de sa maturité et de son succès.

Dealing with the past, everybody quickly realizes that there are some things that have changed and some that have remained the same. There are certain periods in history when rapid changes occur and others when time seems to stand still. Often periods of transformation are triggered by technical developments, changing natural circumstances, or new ideologies. These affect each other and create a new situation. In Canadian history, all of these components initiated transformations and we can interpret these transformations ourselves.H. V. Nelles explains in A Little History of Canada where he sees major transformation in Canadian history. After presenting these in a short analysis, I will show another structure which emphasizes four major transformations that relate to Native Canadians. The first transformation occurred before 1500 when Canada became inhabited by its indigenous nations. Afterwards France transformed the continent until her defeat in 1763. This was the end of the fierce competition between Britain and France which meant Natives could no longer take advantage of their position as military allies. Under British rule the third period of transformation started and a new state formed in 1867: the Dominion of Canada. The British continued to strongly influence Canada throughout the industrialization and Victorian Age. All over this time Natives were oppressed. The fourth transformation started when Natives were allowed to fight for Canada, their home country, during the First World War.

Was man jedoch sagen kann ist, dass durch abgebrochene Ausbildungen (sowohl schulisch wie auch betrieblich) nicht nur ein volkswirtschaftlicher Schaden entsteht und dies für die Gesellschaft hohe Kosten bedeutet, sondern erst einmal der Schaden am Menschen gesehen werden muss.Welche Schicksale sich dahinter verbergen und wie junge Menschen von scheinbar harmlosen Drogen körperlich und psychisch Schaden nehmen. Dies ist insbesondere in Relation zur aktuellen politischen Diskussion um eine Cannabislegalisierung zu setzen. Studien zeigen einheitlich, dass dem Drogenmissbrauch und auch der Abhängigkeit früher Tabak- und Alkoholkonsum vorangehen. Damit einher geht auch ein Rückgang der Cannabiskonsumenten, welcher dem Rückgang des Zigarettenrauchens zu verdanken ist, so schreibt es Sabine Bätzing, Drogenbeauftragte der Bundesregierung in 2008.Die Situation des Drogenkonsums in Deutschland lässt sich wie folgt darstellen: Während 33,9 % aller Deutschen rauchen, sind es bei den 12 ¿ 17 Jährigen 18 %. Alkohol werden von 9,5 Mio Deutschen in riskanter Weise konsumiert. Alkoholprobleme gelten in den Ausbildungen als häufigster Faktor für Fehlzeiten, Leistungseinbußen und Arbeitsunfällen. Bei 14 ¿ 24 Jährigen liegt der Alkoholkonsum im Missbrauch bei einer Häufigkeit von 10 %. Entgegen dem Alkohol- oder Drogenmissbrauch verlaufen Symptome hier eher leise und unauffällig.

Since the beginning of China's economic reforms and development, modernisation theorists have always been in the front-line when it came down to predicting the country's soon-to-come political liberalisation.However, after decades of contradictory results of quantitative studies on the alleged causal relationship between economic development and democracy, there is growing consent to Seymour Martin Lipset¿s statement that ¿[w]hether democracy succeeds or fails continues to depend significantly on the choices, behaviors, and decisions of political leaders and groups¿ (Lipset 1994: 18).Completely in line with what the German political scientist Wolfgang Muno describes as the ¿need for qualitative analyses of [¿] important actors, concepts and strategies¿ (Muno 2001: 50) in the debate about democracy and development, Rey-Ching Lu¿s recently published book ¿Chinese democracy and elite thinking¿ focuses upon the ideas and convictions of a few members of the mainland¿s elite, from which he draws conclusions about Chinäs political development in the next couple of years. The underlying assumption is that, contrary to many Western theorists¿ beliefs, it is neither the middle class nor the economic liberalisation in itself that will spark democracy ¿from the bottom¿, but rather the changing attitudes of the more and more globalised social elite that will eventually lead to a top-down process of political reform and liberalisation.This book review focuses on the most important aspects of Lu¿s methodological approach and line of argument. After a presentation of his methodological proceeding, the main findings and conclusions of Lu¿s study will be described and discussed. Then, a critical assessment of the author¿s arguments will be made, also considering other scholars¿ views on the issues of Chinäs possible democratization and the role of its elites in this process.

Welt ist, die nach dem Ende des 2. Weltkriegs die Unabhängigkeit erlangten, steht das Land für einen der längsten und brutalsten Bürgerkriege Asiens, dem Schätzungen zur Folge seit den 80er Jahren bis zu 100.000 Menschen zum Opfer fielen. Es stellt sich die Frage, warum die politischen Institutionen des Landes sich so lange nicht imstande sahen, die sozialen und wirtschaftlichen Probleme des Landes, allen voran die sozialen Spannungen zwischen Tamilen und Singhalesen, zu lösen. Zu Beginn der Arbeit wird dargestellt, wie Verteilungskämpfe um den Zugang zu Bildung und Arbeit zunächst eine Polarisierung der Bevölkerung provozierten. Diese Polarisierung führte hingegen nicht zu einheitlichen politischen Blöcken, sondern zu einer Zersplitterung der Gesellschaft und der Parteien. Eine dieser Splittergruppen war die Partei JVP, deren Geschichte und Verstrickung in den Sri Lankischen Bürgerkrieg in dieser Arbeit dargestellt werden soll. Das zentrale Kapitel unterteilt die Geschichte der Partei in vier Teile: die Gründungsphase, den 1. und den 2. Aufstand und die aktuelle Rolle der JVP nach der Rückkehr aus der Illegalität im Jahre 1999.

Seminar paper from the year 2004 in the subject English Language and Literature Studies - Literature, grade: 2,0, Johannes Gutenberg University Mainz (Institut für Anglistik), course: Seminar, language: English, abstract: This paper shall analyse Richard Brinsley Sheridan`s play ¿The School for Scandal¿. This drama was first performed in 1776 in London¿s Drury Lane Theatre, and was a cultural part of the colonization process in India. The aim of the first chapter is to provide some background information about Sheridan and his time, and also serves to explain the role which the concept of the sentimental comedy played during the time it was first performed in London. The main focus here, however, is to explore the differences as well as the comparable elements with other comedy genres. The second chapter deals with the production of ¿The School for Scandal¿ which was first performed in Calcutta in 1777. Here it seem appropriate to analise the motives behind the exportation of British culture into the colony and to find out more about the commercial as well as the cultural aspects. An important source of information in reference to this production is the Folger manuscript; a handwritten copy of the play complete with stage directions, which had been used at the New Playhouse in Calcutta. It is necessary to mention here that this Folger manuscript ¿recovered¿ by Mita Choudhury, whose essay about the production of ¿The School for Scandal¿ is the main source for the second part of this paper. The aim of this chapter however, is not to summarise her work, but rather to approach her argumentation critically. The last part of the paper deals with the question whether or not there is a connection between the play and the process of colonialism in Calcutta in terms of the production itself and its content. It also examines the part which colonialism plays within the drama, with regards to its moral and financial aspects.
