It means new options for voters, new procedures for election clerks, and new challenges for political candidates. In Tuesday's Gone, Elliott Fullmer explores the effects of this new reality. Applying new data and innovative methods, he reports that early voting is bringing new citizens to the polls. Examining four recent elections, he finds that both early in-person and absentee options increase turnout by several points when aggressively implemented by state and local officials. But early voting does come with some side effects. Fullmer cautions that early voting increases down-ballot roll-off, widens racial disparities in voting access, and alters the competitive environment in presidential nomination contests.

Toward a Theory of Administrative Tethering is the culmination of a seven-year commitment to investigate and explore the highly complex and chaotic nature of collaboration, specifically in child protective services (CPS). This journey began with an atypical relationship between a doctoral student practicing in CPS and an academic mentor. Examination of the CPS system in North Carolina necessitated more in-depth study to foster change relevant to improve service delivery for front-line staff and to engage executive leadership at the local and state levels. All CPS actors must function in a highly coordinated fashion to provide the orderly delivery of this social product to the public as needed and as expected. Herbert Simons work is stitched into each chapter, and his perspectives provide the binding agent to the emerging Administrative Tethering (AT) framework (2002, 2000, 1962). Administrative Tethering (AT) can be conceptualized as a strategic management design that employs a series of inter-agency bonding actions and techniques to address the multi-dimensional nature of a complex, pressing public problem. Using recent empirical studies from both Civil litigation and criminal defense, Jona Goldschmidt argues that SRLs' cases cannot be fairly heard without a mandatory judicial duty of reasonable assistance. In order to maintain public trust and confidence in our justice system, self-represented parties must be guided and assisted. Courts and the legal profession should continue to adapt and meet the challenge of managing and interacting with those who choose or are compelled to self-represent. Only when self-represented litigants are embraced by the courts, they will finally receive ';equal justice under law.' The author begins by discussing the nature and origins of rock and roll and the nature of social protest and social protest music within the wider context of the evolution of the commercial music industry and the social and technological infrastructure developed for the mass dissemination of popular music. This discussion is followed by an examination of the causes of the public disapproval originally expressed toward rock and roll, and how they illuminate its social protest and subversive quality. By further investigating the nature of authenticity and its relationship to social protest and to commercialization, the author considers how social protest and commercialization are antithetical. This conclusion, if correct, has broad implications for human culture in advanced industrial society.
