In this new and updated edition, Virilio and Lotringer consider how the omnipresent threat of the "accident”—both military and economic—has escalated. With the fall of the Soviet bloc, the balance of power between East and West based on nuclear deterrence has given way to a more diffuse multi-polar nuclear threat. Moreover, as the speed of communication has increased exponentially, "local” accidents—like the collapse of the Asian markets in the late 1980s—escalate, with the speed of contagion, into global events instantaneously. "Globalization,” Virilio argues, is the planet's ultimate accident.Paul Virilio was born in Paris in 1932 to an immigrant Italian family. Trained as an urban planner, he became the director of the École Speciale d'Architecture in the wake of the 1968 rebellion. He has published twenty-five books, including Pure War (1988) (his first in English) and The Accident of Art (2005), both with Sylvère Lotringer and published by Semiotext(e).     Standard ML is a general-purpose programming language designed for large projects. This book provides a formal definition of Standard ML for the benefit of all concerned with the language, including users and implementers. Because computer programs are increasingly required to withstand rigorous analysis, it is all the more important that the language in which they are written be defined with full rigor. One purpose of a language definition is to establish a theory of meanings upon which the understanding of particular programs may rest. To properly define a programming language, it is necessary to use some form of notation other than a programming language. Given a concern for rigor, mathematical notation is an obvious choice. The authors have defined their semantic objects in mathematical notation that is completely independent of Standard ML. In defining a language one must also define the rules of evaluation precisely-that is, define what meaning results from evaluating any phrase of the language. The definition thus constitutes a formal specification for an implementation. The authors have developed enough of their theory to give sense to their rules of evaluation. The Definition of Standard ML is the essential point of reference for Standard ML. Since its publication in 1990, the implementation technology of the language has advanced enormously and the number of users has grown. The revised edition includes a number of new features, omits little-used features, and corrects mistakes of definition.

Urban management has largely consisted of hasty responses to crisis situations rather than long-range planning. City governments are at once too decentralized for overall policy making and too centralized to be truly responsive to its citizenry. By the same token they are both too independent of and too dependent on higher-level government (state, federal) for assistance.The basic function and distinctive feature of urban government is its service delivery. But here the system breaks down, for the mayor does not entirely control the administrators, and administrators cannot control the street-level employees--policemen, firemen, public school teachers. Fragmentation, instability--these are the result. The remedies are not simple and obvious, as Yates repeatedly makes clear. But if penetrating to the core of the problem is at all beneficial, The Ungovernable City is a step in the right direction.
