The unjust enrichment of the administration stands as a legal title of imputation of state damage, in accordance with the liability regime enshrined in Article 90 of the Political Constitution of Colombia. However, this work will address the issue of unjustified enrichment from its status as a general principle of law and autonomous source of obligations, highlighting the loss of autonomy of the actio in rem verso in the contentious administrative jurisdiction, and its subsumption in the means of control of direct reparation and contractual disputes.
The aim of this study was to learn about the history of Octacílio Rodrigues da Silva, his parents and siblings who lived nearby. In 1919, the family settled in the present-day city of Giruá because they were building the railway, which would change the growth of the city and colonisation in the north-western region of Rio Grande do Sul. Since he was a policeman, he retired with the rank of colonel in the Military Brigade. This work involves his first brothers, inherited from his father. They are involved in various aspects of Brazilian and regional politics in the 1930s, the Prestes Column and the Second World War. It includes his studies and his private life after his retirement with philanthropic work. As a result, the story is both familiar and new from the point of view of the 97-year-old soldier.
Neighbourhood poverty is one of the main problems facing humanity today. In the case of Colombia, poverty has increased consistently over the last four decades, and currently more than half of the population is located below the poverty line. Solving this problem in Colombia is imperative for the government and the nation for economic, social, cultural, ethical and patrimonial reasons. Within the different POTs of the capital cities, programmes have been designed to save and progressively reduce urban informality. With the objective of alleviating neighbourhood poverty, there are other programmes of the national office of Social Action of the Presidency of the Republic in conjunction with other government bodies and NGOs to promote citizen Development and Productivity, which is strongly promoted by the government's political project of democratic security, legitimised in the book Vision Colombia second centenary: 2019. The objectives of this research are, consequently, to analyse the theoretical assumptions of these neighbourhood and citizen poverty alleviation programmes.
Working at heights in Colombia is a constant subject of research, since the issuance of Resolution 1409 in 2012, enormous progress has been made in this area of Occupational Safety and Health. The Jorge Eliécer Gaitán Theater is undoubtedly an insignia of culture in the Capital District, where since 1940 hundreds of artists have performed, enriching the art of the city. Within the preparation of each event, there are different occupational risks, among them, the work at heights in the installation of all the lights and sound components. This publication develops a program aimed at preventing work accidents that may occur due to the factor of falling to different levels, framed in the local regulations in force, which can serve as a source of reference in the preparation of documents of the same nature.
The evaluations of the national policies carried out present relevant elements for decision making within the framework of the important transformations and educational reform processes that Chile is undergoing. It analyzes the educational continuum and highlights recommendations that, if implemented, could have a positive impact on the quality of learning and the equity of the system as a whole. Public Policies must design and manage educational environments that advance quality, equity and inclusion, in order to be drivers of creativity and educational innovation in the country.
This work is the fruit of two decades of experience and research into this Brazilian religion, combined with other research into various spiritual aspects, such as Spiritism, Santo Daime and Theosophy. It deeply analyses and reflects on issues that are crucial to the smooth running of this religion, which are pointed out here in their internal aspect, going beyond the external rite and superficial appearance. It uses quotes from authors such as Eliphas Levi and Helena Blavatsky, shedding new light on ancient issues and practices.
River basin modelling has become increasingly important, as it makes it possible to simulate runoff, the evolution of water availability and quality, and to have a hydrological view of the area to be studied. The aim of this work is to apply the SWAT model, evaluate changes in land use and the water balance. The data used was MNT (Numerical Terrain Model), soil, land use and climate data. Once all this information was available, the SWAT model made it possible to obtain the percentage of water, anthropised areas and native vegetation in the two years of study, 1984 and 2011, in the Igarapé do Quarenta catchment area. Supervised classification was also carried out, where the distinction between the three different types of areas is visible.
This paper aims to address the relationship between Christian pilgrimages and tourism today. Through the definition of key concepts, narrative-historical reconstruction and bibliographical compilation, we analyze: the evolution of Christian pilgrimages throughout the different historical periods; the comparison of the two main currents on the relationship between current tourism and pilgrimages, sacred time and profane time; and the processes of patrimonialization, touristification, mercantilization and tourist appropriation in relation to religious cultural heritage and the territory that contains them. Next, different perspectives of religious tourism are briefly explained and the main destinations of this typology worldwide, of the Christian religion and in Argentina are listed. Finally, the positive and negative socio-cultural impacts of cultural and religious tourism as a tourist typology in which current pilgrimages are framed are analyzed.
Urine hygienised by storage is effective in eliminating microbial germs, particularly schistosomes, and inactivating their eggs. It is a credible alternative for combating bilharziasis. The EcoSan approach offers the prospect of eradicating both forms of bilharziasis (urogenital and intestinal) by covering all localities with a complete ecological sanitation system and selling hygienised excreta as fertiliser to farmers. Urine used as an agricultural fertiliser also improves yields, with the added advantage that it is a herbicide. This system is a lever for sustainable agriculture in Côte d'Ivoire.
The document embodies a reflection on the corporate importance in the resolution of the salt crisis in the municipality of Manaure, La Guajira, calling for a convergence between private capital, civil society and governmental actors to address the problem through the institutionalisation of a departmental policy that achieves synergy between the actors involved and, through governance, brings about the socio-economic rescue of the salt mines in a region with poor social development indicators.
Due to the immaturity of their systems, premature newborns are at high risk of developing respiratory and neuro-motor complications. For this reason, physiotherapy services are currently essential and indispensable in Brazil's Neonatal Intensive Care Units so that these newborns can undergo a faster and more effective recovery process. Precise indication and early treatment combined with judgement and common sense bring highly positive responses. The techniques used in pulmonary pathologies consist of manual manoeuvres that facilitate the removal of secretion from the baby's lungs and help with breathing. Together with the interdisciplinary team, the physiotherapist takes part in the management of mechanical ventilation (machines that help with breathing). As part of the multi-professional team, the physiotherapist also has a place in the kangaroo mother project, both prophylactically and therapeutically. The physiotherapist treats the patient through touch and can use the kangaroo method as a therapeutic resource, linking the kinetic-functional aspect with the psycho-emotional one.
The lionfish (Pterois volitans) is a reef species that has established itself rapidly throughout the western Atlantic. It was registered for the first time in Cuba in 2007, an invasive species causing great damage to native ichthyological communities in different regions of the world. For this reason, the present book was written to address the distribution and abundance of lionfish at different times of the year, sampling sites and years in Holguín, Cuba. Its association with native ichthyological species of the region was analyzed. Some morphometric parameters and trophic preferences of this species were determined. Establishing its reproductive biology and parasitology in addition to all the environmental education actions carried out from 2012 to 2018. A management plan is proposed for the control of this exotic species in the Holguin coast. This information is directed to biologists, researchers, professors, academics and conservationists of the marine environment.
The fight against corruption, as an expression of one of the great dilemmas facing humanity today, is a subject that calls for reflection and demands the search for radical solutions to these problems. There is a consensus that corruption has reached such dimensions that it has become an obstacle to economic and social development in many countries, such as Venezuela, for example, because it has come to undermine all areas of action that compromise public trust, where the official uses his position or investiture for personal gain. Millions of dollars are diverted from the public benefit to the pockets and private accounts, to the detriment of the life of the most needy and legitimate owner, which is the people. Corruption, in its new and changing forms of expression, is not only a crime, but also a way of disorganizing society, to which are added the ethical and moral phenomena inherent in the development of science and technology.
This book was written by civil servants from the state of Minas Gerais, who graduated in Public Administration from the João Pinheiro Foundation's Professor Paulo Neves de Carvalho School of Government. The purpose of this book is to gather experiences, knowledge and curiosities about public management and pass them on to readers who are sympathetic to the subject. In order to do this, data and information was gathered on various areas of knowledge such as innovation in public management, recruitment and the consequences of Law 100 of 2007, voluntary transfers of state resources to the municipalities of Minas Gerais, public procurement and the process of readjusting administrative contracts, the relationship between the government and the citizen in terms of the provision of public services, education in rural areas and national indicators on education, education in rural areas and a comparison with educational indicators in Minas Gerais and, finally, the relationship between female involvement in drug trafficking and the issue of social vulnerability.

Recently, the issue of sex education for children and adolescents has been problematised, undermining the clarifications of Colombian jurisprudence. This is a step backwards, as there is uncertainty about what is correct or pertinent to teach. The population has also been confused by political propaganda about the supposed dangers of sex education and has tried to portray this human right as an attack on the traditional family and moral values. There are those who maintain that it is a subject exclusive to the home and should only be taught in the privacy of the home. In Colombia, there was even a controversy over a so-called GENDER IDEOLOGY, according to which a child who received sex education ran the risk of becoming homosexual if he or she was not told that he or she was born a man or a woman. Families became sufficiently outraged that nationwide rejection marches took place, some with homophobic overtones. Right-wing factions led demonstrations defending traditional family values and condemning the M.E.N.'s sex education primers as an apotheosis of the LGBTI movement.

The aim of the work was to develop a management plan for Parque das Torres, with the aim of restoring the degraded area so as to re-establish a dynamic environmental balance at the site, creating beautiful landscapes and comfort for the people who use the park's infrastructure, as well as providing feeding and breeding conditions for the species that settle there. To meet these objectives, environmental characterisations of the site were carried out, taking into account the climate, geomorphology and vegetation. Delimitations were made of the flooded areas, the different types of vegetation, the ecological corridors and the park's buffer zone. The fauna was surveyed, including birds, mammals and ichthyofauna. A survey of the environmental impacts of the site and its surroundings was also carried out. A plan was drawn up to prepare the area to receive the native plant species. To do this, it was necessary to list the methods for controlling exotic vegetation, leaf-cutting ants and termites, and also to estimate the costs of isolating the area and carrying out environmental education programmes with local residents.
At present, the cultivation of pumpkin (Cucurbita moschata Duch. ) is of great economic importance and constitutes an alternative to mitigate the impact of climate change, although its production has been increasing, there are still not enough commercial varieties of high productive potential, easy adaptability and good culinary quality, so it is necessary to develop plant genetic resources to achieve desired characteristics and it is a working objective of our breeding programme to increase their production, taking into account the economic indicators, hence the practical application of these results contributes to increasing the availability of food and therefore to the diversification of supply in the market for the population. Cuba has obtained some new varieties, but erosion seems to have extinguished others. This result represents an important scientific contribution to the recommendation of new pumpkin cultivars, important advances are presented in the genetic improvement programme carried out at INIVIT.
The paper considers actual theoretical and methodological problems of cardiovascular disease prevention at the level of primary health care, since the effectiveness of programs to reduce morbidity and mortality from CVDs is largely due to prevention. Prevention includes along with the fight against risk factors, also secondary prevention after myocardial infarction and cardiac surgery. The presentation is quite rigorous and at the same time accessible. All the main provisions are illustrated by a large number of examples. The book is intended for a wide range of readers interested in the prevention of cardiovascular diseases.
This work is a master's dissertation in Professional Health Education from the Joaquim Venâncio Polytechnic Health School - FIOCRUZ RJ. The training of health professionals, especially at technical level, to meet the needs of the SUS, is carried out by the Technical School of the SUS of Rio Grande do Norte (ETSUS-RN), which is responsible for organising professional education and promoting technical qualification and specialisation courses in the health area, as well as training its teachers. In this study, we opted for a qualitative approach and carried out a documentary analysis - using the thematic content analysis proposed by Bardin (2011) and recognised by Minayo (2014) - of the Teacher Training Course in Professional Education in the Health Area and the Pedagogical Management Course for the ETSUS; as well as consulting legal documents such as Decree 5. 622/2005, Resolution 2/2015 and the Quality Benchmarks for Distance Higher Education/2007, all of which contributed to achieving the objectives of identifying and systematising quality criteria for teacher training courses in health using DICTs.
In the practice of rural community tourism, there is an almost indivisible relationship between the perception of the consumer (tourist) and the quality of service provided (community), this book addresses this issue using the rigor of statistics, which provides insights into the relationships of the variables mentioned above, allowing the reader to understand the dynamics of tourism in native communities (Llachon) located in the Lake Titicaca basin.
The principles of adversarial proceedings and equality of arms are "elements of the broader concept of a fair trial", and "respect for the rights of the defense implies fair and equitable proceedings [...]. The realization of the rights of the defense can only be achieved by such a procedure, which appears to be the procedure or process that makes it possible to realize the ideal of justice represented by respect for the rights of the defense. Not only do they make it possible to assess the rights of the defense horizontally, i.e. quantitatively throughout the criminal trial, but they also make it possible to apprehend them vertically, i.e. qualitatively by measuring their strength. By examining the relationship between rights and principles within our triptych, this study argues, on the one hand, that the exercise of the principles of adversarial proceedings and equality of arms guarantees the effectiveness of the rights of the defense, or that these rights are also a reality.
This methodological manual describes methods of teaching children the Russian language through short poems. This manual can be used by educators, teachers and parents to teach Russian language to preschool children and elementary school students.The most important period of a child's life is preschool age, when mental activity develops, moral and aesthetic perceptions and physical qualities are formed. In this regard, our strategic goal in the development of preschool education in the coming years is to create the necessary conditions for full coverage of all children.
The evolution of social problems in Peru has led Social Work professionals to review the ways in which they have been developing their work in different areas and this has implied observing the theoretical and methodological foundations, strategies and instruments with which their work is made possible. Although the social sciences have been bringing to public light works that analyze the realities and the social phenomena that underlie them, we consider it pertinent to bring to the discussion of the academic world some reflections that we have been making from Social Work. As a product of a process of exchange of research experiences carried out during 2018 the authors decided to expand this space of analysis and reflection to think this joint publication and can express as a greater interest the idea of rethinking the praxis of Social Work not only in the spaces it traditionally occupies, but in those where it is making inroads quite successfully in recent decades. This publication offers an approach to the relationship between education and Social Work, their complementarity and fields of action.

Here are the results of a vast investigation that combines the historical review of popular myths and taboos about this problem with the analysis and elucidation of the answers that are offered to it today. Aimed at those who have to intervene in issues related to medically assisted reproduction, this book proposes an unprejudiced reading of an issue as controversial as its vertiginous advance. From an articulation between social discourse and psychoanalysis, and also combining the perspectives of biology and law, the author analyses a dilemma of our time: the relationship between ethics and science, which the mass media have contributed to distort. Challenging accepted notions that - alteratively - exaggerate or deny the repercussions of developments in the field of biotechnology, she sheds light on this controversial topic.
With the aim of evaluating the development of the maize crop (Zea mays L.) under different irrigation systems and different fertilisations, in order to provide higher yields at lower costs for small farmers, a research project was carried out with the Pioneer 32R21 cultivar, in an Argillic Hypochromic Alissol, at the Instituto Federal Farroupilha campus São Vicente do Sul. (IFFAR-SVS). The experiment evaluated three fertiliser treatments and surface irrigation systems. The fertiliser treatments were: mineral, organic, mixed (organic + mineral) fertiliser and a control with no fertiliser in each experimental plot. The area was fertilised according to the chemical analysis of the soil. The research took the necessary care to ensure that the irrigation systems and inputs performed well.
The quinchoncho is among the legumes that play an important role in human nutrition, because they are a source of protein, fiber, certain minerals and vitamins. However, the consumption of quinchoncho is limited by the presence of anti-nutritional components. Therefore, the purpose of this research was to evaluate the effect of imbibing and germination time on the chemical composition, polyphenols and phytic acid in chinchoncho seed flour. The combined effect of soaking for 0, 12 and 24 hours and germination for 4 days was determined.
