Interest group scholarship has so far focused mainly on national politics and has had very little to say about interest groups in American cities, counties, school districts, and special districts. This special issue is a step toward remedying that: it is a collection of articles and essays that examine some of the interest groups that are commonly active in US local politics. The contributions herein discuss real estate developers, tenant organizations, teachers' unions, police unions, and local PACs--covering topics such as how they are organized, how they engage in local politics, some of the constraints on their influence, and the nuanced ways in which ideology and identities can sometimes shape what coalitions are possible in the local context. By bringing this work together in one place, in a journal devoted to research on interest groups, the hope is that this special issue will help to cement "interest groups in local politics" as the recognizable research focus it deserves to be.

SMEs face unique challenges directly stemming from their size, which create pressures, tensions and dilemmas with regard to people management. These include the liabilities of smallness and newness, as well as resource challenges pertaining to the attraction, development and retention of the workforce. In turn, these challenges can give rise to unique HR dynamics in the SME setting. This edited collection brings together insights from thought leaders in the field of HRM in SMEs to consider how the interplay of a range of external and internal factors coalesce to shape the nature, form and meaning of HRM in this setting. This volume moves beyond traditional accounts which are organised by HR function or practice area (e.g. recruitment, performance, training) or by considerations of the applicability of HR (e.g. HR and performance, best practice). Instead, the contributions are divided in two sections, HR Challenges and HR Dynamics, demonstrating how the unique setting of the SME must inform any successful HRM intervention. This volume will be of great interest to students and academics ofHR, employment relations and entrepreneurship, as well as those exploring professional qualifications.

Soon after Russia invaded Ukraine in February 2022, Vladimir Putin expressed Russia's commitment for the reconstruction of the war-devasted Eastern regions of Ukraine. It is surprising how little analytical and comparative literature exists about Russia's experience in post-conflict recovery despite its involvement in a large number of conflict areas, both as an intervenor and as a donor.Against this backdrop, this book explores the role of Russia in the reconstruction of a range of countries and territories including Crimea, the North Caucasus and Chechnya as well as Syria. Based on the author's three decades-long experience in research and engagement in post-conflict reconstruction, the book offers a valuable overview of the main lessons learned that will be of relevance to Ukraine. The case selection is not intended to offer an exhaustive account of all the recent or contemporary conflicts in which Russia has involved itself. Rather the cases have been selected to illustrate a range of interventions across different periods and geographical areas, highlighting the spectrum of Russian reconstruction policies and strategies.

This open access book presents a series of speculative, experimental modes of inquiry in the present times of environmental damage that have come to be known as the age of the Anthropocene. Throughout the book authors develop more nuanced ways of engaging with the environmentally vulnerable Arctic. It counters distancing, exoticising, and even apocalyptic imaginaries of the Arctic by staying proximate with mundane places and beings of the north. The volume engages and plays with familiar tourism concepts, such as hospitality, visiting, difference, care, openness, and distance, while expanding the focus from binary and human-centric approaches of hosts and guests to questions of wellbeing among multispecies communities. The transdisciplinary group of contributors share a curiosity about how staying proximate may provide theoretical depth and epistemological openings to attend to current tensions and to diversify the ways we do and enact research. Thus, each chapter provides a methodological experiment with proximity, developing diverse ways of envisioning and storying more-than-human worlds.

This book extends the approach that Murray and Schuler develop in their companion volume, False Moves in Philosophy and Social Theory: Losing Public Purpose. The chapters form a connected inquiry into consequences of capital, a far-reaching social form, through a critique of political economy and the mindset it shares with much modern philosophy and social theory. The authors call this bifurcating mentality factoring philosophy. Factoring philosophy mistakes the distinguishable for the separable. It splits the subjective and objective, form and content, and it takes the object of social theory to be an impossible economy-in-general, stripped of constitutive social forms. This book examines anti-corruption policies in Latin America. It compares best practices in public procurement and state budgets in order to provide new insights into policy design for governments, civil society organisations and international organisations engaged in the fight against corruption. The book assesses how a paradigm shift toward transparency in global governance has led to major changes in public policies in the region since the late 1990s. Using Uruguay and Chile as case studies, it then demonstrates the causal mechanisms linking transparency institutionalisation to corruption control. This book examines the history of disaster management in South Africa, showing how experts, professionals and policymakers have crafted and implemented disaster policies from the mid-twentieth century to the present day. It assesses the ways in which states become concerned with disasters, the extent to which disaster management contributes toward state formation, and who and what disaster management protects. It also considers the ways in which the politics of protection continuously shift as political regimes change. In telling the story of how policies surrounding disaster protection have evolved in South Africa, the book demonstrates how the security apparatus that shaped disaster management was re-oriented in the twenty-first century towards development, alongside bureaucratic reforms that aimed to democratize the state. By examining the wider context of the globalization of disaster management, it also highlights the often unrecognised role of experts from Africa, Latin America and Asia in shaping global disaster policies. The book will appeal to scholars and students of disaster governance, public policy, state formation, and African politics.

Motherhood has long been depicted in reductive or limited terms. At once valorized and configured as the ultimate end-goal for socially condoned femininity, maternity is also highly mediated and scrutinized. This has resulted in a representational tradition that persists in imagining maternal subjects in rigid binary terms, pitting good mothers against bad. Largely in response to this repressive schema, recent years have marked the emergence of a diverse range of visual and literary texts about motherhood. While such texts vary in style, genre and form, this book argues that they are unified in their efforts to publicize embodied maternal experience and foreground maternal ambivalence, a concept that is best understood as a mother's capacity to simultaneously love and hate her child. Although maternal ambivalence has become an increasingly popular topic of study with maternal scholars, its articulation within contemporary representations and narratives has yet to be adequately theorized and addressed, and this book aims to fill this gap.

The book investigates the impact of geopolitics and domestic-political factors on the concept and uncovers motivations behind its trajectory since 2004 with a particular focus on the last several years, the period when Turkey's naval assertiveness reached its peak following the failed coup attempt in 2016. Based on in-depth interviews with diplomats, naval officers, academics, and researchers in the field, the book takes the reader through a journey on how the Turkish government has reinforced an activist policy since 2016 due to pressures of regional insecurity, domestic coalition logrolling, and nationalist sentiment.

This book explores the contrasting responses to the South Asian diaspora in Britain of BBC local radio and BBC network radio. It highlights the hidden history of how BBC local radio stations developed a schedule of five thousand hours a year of programmes targeted at South Asian communities in England. Local radio stations at the periphery of the BBC built deep and influential connections with marginalised Asian communities, creating the BBC Asian Network in 1989 and played an influential part in building local social cohesion. This contrasts with central BBC policy that reveals a management culture resistant to change and unable to embrace an increasingly diverse Britain - creating a problematic legacy for the BBC. Finding a New British Asian Sound brings new insights into current debates around policy and institutional racism at the BBC, where South Asian programming on local and network radio remains at risk of closure.

This book brings a new spatial analysis to gang territories through the concept of the gang assemblage- the variety of actors, contexts, and practices that create and maintain these spaces. This conceptualization helps overcome the tendency of gang literature to succumb to the gang territorial trap, the tendency to assume gang territories are fixed and static containers of gang life. Drawing on multi-sited qualitative fieldwork in central Canada, interviews with gang and non-gang-affiliated residents, police, and administrators show gang territories being made material through a wide variety of daily embodied practices. Recognizing the role of multiple actors encourages a relational ethics of accountability between bodies, practices, and place that challenges the often-naturalized connections between race, space, and crime. Understanding gang space as enacted through embodied material practices provides an alternative way to think through, trace, and disrupt these associations.

This book offers a multidisciplinary approach to locative media, concentrating on specific authors and practitioners whose works exist in print and digital manifestations. The book shapes the discourse for an extensive theorization of locative media works from a narrative perspective. It investigates how different genres ⸺ print novels, fictional and non-fictional locative narratives, locative games, and audio texts ⸺ are affected by locative media practice. Part I examines print manifestations of locative media in William Gibson's fiction. Part II discusses e-book and audio book locative narrative experimentations, suggesting ways to create and categorize locative texts. Drawing on hypertext theory, Part III views Niantic locative games as an instantiation of locative media storytelling practice that challenges digital narrativity. This study captures a transition from a print-based textuality to a digital locative textuality and culture, and proposes flexible innovative models of interpreting narrative textual forms emerging from the convergence of locative and narrative media. ​

Derrida's Social Ontology: Institutions in Deconstruction presents the first dedicated study of Jacques Derrida's philosophy of institutions. While previous studies of Derrida's thought have considered his engagement with individual institutions--from the university to literature, law, and psychoanalysis, among others--Derrida's Social Ontology offers the first attempt to reconstruct and defend the philosophical theory of institutions that underlies these engagements. In so doing, the book argues that the theme of "the institution" in Derrida's oeuvre offers the best throughline for understanding the substantively normative significance of deconstruction as a philosophical practice, arguing that Derrida is unique among so-called "postmodern" thinkers in providing an account of the relationship between the historically contingent character of institutions and the normative entitlements that such entities make possible. Specifically, the book shows how Derrida accounts for this relationship in a way that leaves room for a notion of "unconditional responsibility" for the social and political world to the extent that the latter is structured by perfectible institutions. In tracing the development of Derrida's account of this link between the historicity and normativity of institutional life--from his early writings on the historicity of the institution of philosophy, to his later critiques of practices of institutional cruelty like the death penalty--Derrida's Social Ontology not only offers readers a new framework for making sense of the normative commitments that defined this philosopher's writings, but will also establish the terms for putting his works into conversation with contemporary debates in social and political philosophy and critical theory more broadly.

This book examines how presidents utilize their emergency powers, as well as factors that influence presidential rhetoric in U.S. foreign policy and declarations of national emergencies. Although scholars have examined presidential rhetoric and the influence it has on various policy arenas, this project is the first to take a text analytic approach to assess the nature of presidential rhetoric in the area of U.S. foreign policy and declarations of national emergencies. Broadly, Ouyang and Morgan seek to understand (1) how presidents exercise their authority to declare national emergencies and (2) how presidential rhetoric associated with each declaration of national emergencies changes over time. They begin by providing an overview of the development of presidential emergency powers. Then, they analyze the nature of presidential rhetoric in the context of U.S. foreign policy and national emergencies. Finally, they assess the strategic use of rhetoric in national emergency declarations and evaluate how this influences the implementation of economic sanctions stemming from these policies. In addressing these questions, this book helps to advance our understanding of U.S. foreign policy generally, national emergencies specifically, as well as the impact of presidential rhetoric on the policy selection and execution.

This book studies various perspectives in the history of European philosophy on the relationship between time and movement. Ever since the pre-Socratic thinker Zeno of Elea linked time and space to understand bodily movement, his so-called paradoxes of motion have remained unsolved. One of his most important critics, the French philosopher Henri Bergson, criticized the usual connection between time and space and established a new way of understanding time as duration (durée). Whereas Zeno presented an objectivist understanding of time, Bergson emphasized its subjectivist meaning. Both contradictory positions seem incompatible, referring to pure intellect (Zeno) on the one hand or pure sensation (Bergson) on the other. Looking at Hegel's Phenomenology, this book shows that the outer and inner consciousness of time became crucial to his principle of movement and change. In his view, time is an integral part of dialectical processes that are historically substantiated. Hegel sought to subordinate pure concepts and ideas so that they would become indispensable moments of the self knowing spirit. Cassirer appreciated the idealism of coming into being but rejected Hegel's concept of the absolute. Instead, he established his philosophy of symbolic forms, in which the development of different perceptions and conceptions of time - from situational affective experience to the mathematical system of relations - determines the direction of the symbolic formation process. In the end, the sensitive concept of time is replaced by the relational concept of natural numbers, in which all here-and-now experiences are embedded. Finally, Bourdieu attempts to reintegrate symbolic forms into social processes. The book reflects on the concepts mentioned here by discussing their pros and cons in order to shed more light on the relationship between time and movement in European thought.

This book provides a comprehensive overview of technology start-up arenas in Nairobi and examines their global place. These start-ups are popularly perceived as representing future prosperity that is incorporated in the present. The author examines how developing country arenas lay bare the power asymmetries and taken-for-granted assumptions that determine which technoscientific imaginaries become globalized and universal, and are supported by legitimizing narratives, logics and institutions. A framing of 'catch-up' or 'leapfrogging' for technoscientific development that is based on capitalist modernity is regarded as incontrovertible--so much so that alternative values and approaches to technology production are rarely contemplated. This book documents how actors in Nairobi's startup arena relate to these imaginaries and the affects, enactments and places that they produce.
