The Post-Residential Action Plan (P-RAP) is a process used by the National Guard Youth Challenge (ChalleNGe) Program to assist at-risk youth with identifying placement goals and developing a plan to achieve them. The authors examined various approaches to using the P-RAP process across ChalleNGe sites and provide recommendations for best practices related to fostering adolescents? goal-setting success.

What do experts envision as the largest technology-based challenges the U.S. Joint Force could confront by 2040? The authors develop and implement a three-stage approach to elicit and evaluate ideas from experts on technology challenges that are ?radically altering.? Twenty challenges were identified and evaluated by experts. These evaluations allowed the authors to classify those challenges into three clusters to help inform how the U.S. Department of Defense (DoD) could prioritize science and technology (S&T) investments.

While all U.S. military services have strived to achieve greater total force integration and a stronger total force culture, impediments limit the achievement of these objectives. This research identifies policies and practices that contribute to improved integration and a stronger total force culture, focusing on innovative approaches that could impart cross-component knowledge and provide rewards for service members to work across components.

The U.S. Coast Guard (USCG) depends on its fleet of more than 1,600 boats to conduct its most critical operations, which span all 11 of the USCG's statutory missions. The majority of opioid overdoses are due to illicitly manufactured imports. Researchers from the Homeland Security Operational Analysis Center evaluated publicly available data to better understand the dimensions of the consumption and supply of these substances. They performed qualitative and quantitative analyses of these data and provide their findings and recommendations in this report.

Deaths involving synthetic opioids, such as fentanyl, increased from roughly 3,000 in 2013 to more than 30,000 in 2018. This analysis provides decisionmakers, researchers, media outlets, and the public with insights intended to improve their understanding of the synthetic opioid problem and how to respond to it. Limiting policy responses to existing approaches will likely be insufficient and may condemn many people to early deaths.

It is necessary to modify assumptions about Reserve duty to improve RC member recruitment, performance, development, and retention. The readiness and sustainability of weapon systems is a key responsibility of the Department of Defense. The Defense Logistics Agency (DLA) has responsibility for managing repair parts, and the Weapon System Support Program (WSSP) helps DLA and its customers prioritize parts, but performance is lacking. RAND examines WSSP effectiveness, offers an alternative method for targeting readiness drivers, and gives recommendations for the future.

This report updates and extends estimates of the number of users, retail expenditures, and amount consumed from 2006 to 2016 for cocaine (including crack), heroin, marijuana, and methamphetamine in the United States. The authors find that people spent about $150 billion on these drugs in 2016. The authors' best estimates for 2016 suggest that the marijuana market was roughly the size of the cocaine and methamphetamine markets combined.

The authors analyze how USCG servicemembers serving on major cutters respond to various levels of personnel tempo, as well as the effects of working conditions on these responses.

The mission of rescuing injured personnel in Africa is uniquely challenging for a variety of reasons, including the limited scale yet widely distributed nature of U.S. Africa Command's (AFRICOM's) operations and the uncertain security conditions in much of the continent. This report identifies the most cost-effective options for improving rescue capabilities in AFRICOM's area of responsibility.

In this report, the authors examine how the United States might respond to Russian and Chinese efforts to seek strategic advantage through coercive actions in the gray zone. They use insights from their extensive field research and general research on the gray zone phenomenon to sketch out the elements of a strategic response to the gray zone challenge and develop a menu of response options for U.S. officials to consider.
