In bewuter Anlehnung an eine klassische Vorlage haben wir den Titel Forensische Psychiatrie heute gewahlt und denken, da wir damit der Bedeutung des Jubilars fur das Fach und der Bedeutung des Faches selbst ange- messen Rechnung getragen haben. Die Bedeutung des Faches innerhalb der Psychiatrie und innerhalb der Medizin und fur die Rechtsprechung liegt in einer zunehmenden Spezialisierung, die mehr und mehr von Fachleuten fur forensi- sche Psychiatrie wahrgenommen wird. Es ist heute kaum noch moglich, da ein Psychiater ohne besondere Kenntnis und Erfahrung im Umgang mit forensisch- psychiatrischen Problemen zu allen zu begutachtenden Rechtsfragen Stellung nehmen kann. So haben sich folgerichtig in den letzten Jahrzehnten Psychiater und Psychologen hervorragend in diesem Gebiet spezialisiert und qualifiziert.

    Dienst am Menschen Der Arzt greift mit seinen Entscheidungen oft sehr wesentlich in das Leben eines Menschen ein. Was berechtigt ihn dazu? Woher nimmt er die Mastabe, um die Gesundheitsgefahrdung und das Krank- heitsverhalten eines Menschen richtig beurteilen zu konnen? Woher wei er, womit dem Kranken in einer bestimmten Situation am be- sten gedient ist? Dazu sind Kenntnisse in Anatomie und Physiologie keinesfalls ausreichend, auch wenn sie durch Sachwissen in Psychologie und Soziologie erganzt werden. Erst wenn er ein zutreffendes Bild vom Menschen besitzt, kann er den Kran- ken richtig verstehen und ihm wirksam helfen. Wie aber kann sich ein Arzt ein allgemeines Bild vom Menschen verschaffen? Dies ist besonders schwierig in einer Zeit, in der nach zwei infernalischen Weltkriegen das bis dahin gultige einheitliche christlich-humanistische Menschenbild sehr weitgehend demontiert worden ist. Wie soll ein Medizinstudent zu einem klaren Bild vom Menschen gelangen? Allzuviel Spezialwissen verstellt ihm den Blick auf das Wesentliche. Er wird zwar in viele Einzelwissenschaften eingefuhrt, aber das Schwierigste uberlat man ihm allein: ohne Anleitung soll er die Fulle der Details zu einem sinnvollen Mosaikbild zusammen- setzen. Ist es somit verwunderlich, wenn er sich notgedrungen auf das Anschauliche, auf ein reines Korperbild beschrankt? Zwar ver- sucht er psychologische und soziologische Aspekte einzubringen.

    The autonomic communication paradigm has been defined mainly through the Autonomic Communications Forum (ACF) and particularly as follows: Autonomic communication is centered on selfware - an innovative approach to perform known and emerging tasks of a network control plane, both end-to-end and middle box communication-based. Selfware assures the capacity to evolve; however, it requires generic network instrumentation. Selfware principles and technologies borrow largely from well-established research on distributed systems, fault tolerance among others, from emerging research on non-conventional networking (multihop ad hoc, sensor, peer-to-peer, group communication, etc. ), and from similar initiatives, such as Autonomic Computing of IBM, Cognitive Network of DARPA, Harmonious Computing of Hitachi, Resonant Networking of NTT, etc. A visionary network would be able to (a) configure and re-configure itself, (b) identify its operational state and take actions to drive itself to a desired stable state and finally (c) organize the allocation and distribution of its resources. To build such a network, it is necessary to go beyond the improvement of techniques and algorithms by using a new concept, the knowledge plane. The knowledge plane is able to collect information available in the network to provide other elements of the network with services and advice and make the network perform what it is supposed to. There are many objectives to the configuration and reconfiguration of the network, from the optimization of resources to the use of best available techniques in order to offer the most appropriate service, best adapted to the t- minal capabilities.

    The concept of CAST as Computer Aided Systems Theory, was introduced by F. Pichler in the late 1980s to include those computer theoretical and practical developments as tools to solve problems in System Science. It was considered as the third component (the other two being CAD and CAM) necessary to build the path from Computer and Systems Sciences to practical developments in Science and Engineering. The University of Linz organized the first CAST workshop in April 1988, which demonstrated the acceptance of the concepts by the scientific and technical community. Next, the University of Las Palmas de Gran Canaria joined the University of Linz to organize the first international meeting on CAST, (Las Palmas, February 1989), under the name EUROCAST'89. This was a very successful gathering of systems theorists, computer scientists, and engineers from most European countries, North America, and Japan. It was agreed that EUROCAST international conferences would be organized every two years, alternating between Las Palmas de Gran Canaria and a continental European location. Thus, successive EUROCAST meetings have taken place in Krems (1991), Las Palmas (1993), Innsbruck (1995), Las Palmas (1997), and Vienna (1999), in addition to an extra-European CAST Conference in Ottawa in 1994.
