This book presents selected papers by the keynote speakers and other presenters from various disciplines and includes their opinions and evaluations. The Fourth Global Summit of Research Institutes for Disaster Risk Reduction (4th GSRIDRR, 2019): Increasing the Effectiveness and Relevance of our Institutes, sponsored by the Global Alliance of Disaster Research Institutes (GADRI) and Kyoto University, was hosted by and held at the Disaster Prevention Research Institute (DPRI), Kyoto University, Uji Campus, Kyoto, Japan, 13-15 March 2019..The Global Summit series provided a platform for researchers, practitioners, policy makers, and other stakeholders in both government and non-governmental institutes involved in disaster risk reduction and resilience to come together to discuss, share, and exchange ideas. It focuses specifically on contributing input to the contextualization and revision of the goals of the 2016 Science and Technology Roadmap to implementation of the Priority Areas of the Sendai Framework for Disaster Risk Reduction Agenda 2015-2030, with input for GADRI to move forward in its contributions to the worldwide science community. The conference comprised an impressive array of global stakeholders whose expertise and experience encompassed the management of knowledge and its application for governments and industries, with shared outcomes to bridge science and decision making. It enhanced a process to confront new scientific challenges in disaster risk reduction and disaster risk management.The conference accomplished the following major goals, among others: (1) engagement in dialogue on issues related to disaster prevention and contributions to the Science and Technology Roadmap adopted to support the implementation of the Sendai Framework Agenda 2015-2030; (2) evaluation of current efforts on global and national involvement in the field of disaster prevention research in relation to the implementation of the Priority Areas of the Sendai Framework for Disaster Risk Reduction 2015-2030; (3) assessment of the status of current research knowledge and efforts, and research results at the institutional level in each country.

This book adopts the rationalist research path to bring forward an innovative theory of foreign policy, and the central question is: How can we define the overall national interests of great powers appropriately and thus help states make consistent and rational grand strategies? The answer can't be found among existing Foreign Policy Analysis and other theoretical research. In this book, Positional Realism is proposed as a new theory to define the overall national interests from the power position and order position perspectives and specify the four kinds of positional interests of hegemonic states, contending states, potential contending states, and non-contending states. Different great powers have different positional power and order objectives. Based on these positional interests, Positional Realism brings different foreign policy hypotheses and suggestions. The book also examines the six great powers in the nineteenth century to verify these hypotheses and finds that Positional Realism can not only convincingly explain the success or failure of their acts, but also give useful and important directions for strategy making of great powers.

This book describes the development of two kinds of continuous-flow transformation using heterogeneous catalysts, and explains how they can be applied in the multistep synthesis of active pharmaceutical ingredients. It demonstrates and proves that fine chemicals can be synthesized under continuous-flow conditions using heterogeneous catalysis alone. Importantly, the book also proposes a general concept and strategy for achieving multistep flow synthesis and developing heterogeneous catalysts, and shows that commercially available anion exchange resin can be used as a water-tolerant strong base catalyst for various types of continuous-flow aldol-type reaction. Relying on micro-evidence on the repercussions of civil conflicts, this edited book explores theories and policies of post-conflict peacebuilding. Reconsidering existing knowledge on the civil conflict and peacebuilding processes in particular, it empirically presents the relationships between conflict dynamics and citizens' norms, values, and preferences in the post-conflict context.   Once it occurs, civil conflict brings enormous suffering on the local society. As a consequence of wartime coercion and violence that tear it apart, citizens come to harbor fear, distrust, and hatred of others, especially of those who are in different sociopolitical groups. This can significantly alter the pre-conflict norms and values of the citizenry and make reconciliation difficult across groups in the aftermath of the conflict.   To tackle these problems, post-conflict peacebuilding should be well designed so that it can widely cover and sufficiently deal with conflict-affected citizens. This approach urges us to pay serious attention to the individual-level impact of the conflict process and dynamics. The importance of micro-level analysis does not disregard that of normative and/or macro-level approaches to the development of peacebuilding policies. However, the micro-level approach is better able to capture wartime civil-military relations that largely vary between individuals.   The book is aimed at linking academic knowledge with policy development in peacebuilding. To reflect existing policy frameworks in peacebuilding, the implications of micro-evidence-based studies for conflict-affected societies are discussed here. A bottom-up approach pursued throughout this book allows us to elaborate desirable policy schemes for peacebuilding that conform to local contexts.

Life imprisonment is the punishment most often imposed worldwide for what societies regard as the most serious offences. Yet, in Asia the phenomenon has never been studied systematically. Life Imprisonment in Asia fills this major gap. It brings together thirteen new essays on life imprisonment in key jurisdictions in the region. Each chapter consolidates what is known about the law and practice of life imprisonment in the jurisdiction and then explores aspects of the imposition or implementation of life sentences that the authors regard as particularly problematic. In many instances, the most prominent question is whether life sentenced prisoners should be released and, if so, according to what processes. This book offers an in-depth and comprehensive review on current understanding of regulatory ncRNAs in complex diseases from a view of bioinformatics. This book systematically introduces the advancement of transparent soil modelling technique and its application. The transparent soil modelling technique provides an essential tool for visualizing soil-structure interaction and other geotechnical problems such as grouting, soil plugging. This book introduces a family of large-signal stability-based control methods for different power inverters (grid-connected inverter, standalone inverter, single-phase inverter, and three-phase inverter) in practical applications. Power inverters have stability issues, which include the inverter's own instability as well as the inverter's instability in relation to the other power electronic devices in the system (i.e., weak grid and the EMI filter). Most of the stability analyses and solutions are based on small-signal stability technology. Unfortunately, in actuality, the majority of practical instability concerns in power inverter systems are large-signal stability problems, which, when compared to small-signal stability problems, can cause substantial damage to electrical equipment.As a result, researchers must conduct a comprehensive investigation of the large-signal stability challenge and solutions for power inverters. This book can be used as a reference for researchers, power inverters manufacturers, and end-users. As a result, the book will not become obsolete in the near future, regardless of technology advancements.

This book discusses the role of mobile network data in urban informatics, particularly how mobile network data is utilized in the mobility context, where approaches, models, and systems are developed for understanding travel behavior. The objectives of this book are thus to evaluate the extent to which mobile network data reflects travel behavior and to develop guidelines on how to best use such data to understand and model travel behavior. To achieve these objectives, the book attempts to evaluate the strengths and weaknesses of this data source for urban informatics and its applicability to the development and implementation of travel behavior models through a series of the authors' research studies.Traditionally, survey-based information is used as an input for travel demand models that predict future travel behavior and transportation needs. A survey-based approach is however costly and time-consuming, and hence its information can be dated and limited to a particular region. Mobile network data thus emerges as a promising alternative data source that is massive in both cross-sectional and longitudinal perspectives, and one that provides both broader geographic coverage of travelers and longer-term travel behavior observation. The two most common types of travel demand model that have played an essential role in managing and planning for transportation systems are four-step models and activity-based models. The book's chapters are structured on the basis of these travel demand models in order to provide researchers and practitioners with an understanding of urban informatics and the important role that mobile network data plays in advancing the state of the art from the perspectives of travel behavior research.

This book introduces the approach of Machine Learning (ML) based predictive models in the design of composite materials to achieve the required properties for certain applications. ML can learn from existing experimental data obtained from very limited number of experiments and subsequently can be trained to find solutions of the complex non-linear, multi-dimensional functional relationships without any prior assumptions about their nature. In this case the ML models can learn from existing experimental data obtained from (1) composite design based on various properties of the matrix material and fillers/reinforcements (2) material processing during fabrication (3) property relationships. Modelling of these relationships using ML methods significantly reduce the experimental work involved in designing new composites, and therefore offer a new avenue for material design and properties. The book caters to students, academics and researchers who are interested in the field of material composite modelling and design.

This book offers a new interpretation of the evolution and modernization of social order in China's grass-roots communities. Traditionally, social order at the grass-roots level was maintained through an organic combination of self-rule by the people and authority rule by political leaders. As a hybrid form of social order, therefore, it not only has features of autonomy but also reflects the power of the state apparatus. Despite the modernization of the nation-state, the old rules sustaining social order at the grass-roots level are still very much in effect and have seamlessly integrated into the new social structure. Unless we fully appreciate this fundamental continuity, we would not be able to understand how social order at the grass-roots level today is upheld and functions. And the modernization of social order at the grass-roots level is most fruitfully studied from the perspectives of the construction of modern public social relations and the development of grass-roots systems of social autonomy.
