    This book assesses the role of intelligence oversight in the provision of security and promotion of democracy. It looks at intelligence management primarily focusing on intelligence oversight institutions and mechanisms, and challenges faced by democratising polities, in the establishment of effective and accountable security agencies. It indicates that meaningful intelligence oversight could bring about many dividends to states and the people. It is highlighted that good oversight can restrain the executive from overt politicisation of the intelligence product. The book also analyses the philosophical and historical issues, the nature, and operation of intelligence oversight institutions in emerging democracies. Focusing on key intelligence oversight institutions in Uganda and their operations; the book studies the control and oversight subjected to the Internal Security Organisation and the institutions that do this work, plus their objectives and mechanisms if work. Some recommendations for strengthening oversight institutions in Uganda to make them effective in their functions are also provided. Solomon Muchwa Asiimwe is an Associate Professor of Security Studies & International Relations at Nkumba University and Uganda Martyrs University in Uganda.

    As Uganda Martyrs University (UMU) celebrates having grown to witness and mark the achievements of 25 years of existence, the School of Postgraduate Studies and Research found it crucial to invite scholars to reflect on how institutions of higher learning, especially in Africa, can make a better contribution going forward. The focus of the book was mainly inspired by the vast challenges facing higher education today: commercialisation, cutthroat competition, funding, quality of teaching, staffing, relevance, leadership, employability, sustainability, and ethics. These inform the trajectory and spirit of this book in view of generating ideas for improvement. The book is sectioned into three parts. The first section addresses focus and pedagogy in institutions of higher learning. It weaves together the educational vision of Archbishop Joseph Kiwanuka with pedagogical initiatives and possibilities at UMU and beyond. The second section focuses on curricular innovations both at UMU and in suggestion. The third section discusses management and administration strategies for higher education in areas of alumni management, university marketing, and talent management.

    One of the perennial questions in all former colonies is that of how to break the chains in which they are still entangled in various ways long after official 'independence'. Subsequent developments, such as globalisation, continue to make the situation even more complex. Marks of colonial chains are boldly imprinted in many Africans' psyches and relayed in practice in ways quite often contradictory to the continent's development demands. This book is an effort by Ugandan scholars at making sense of the intricate challenges of the African postcolonial situation. It tackles a wide range of areas, including: education, research, gender, migration, cultural identity, and environment. The overarching theme that binds together the different chapters is how to theoretically understand the dynamics behind Africa's colonial history and postcolonial performance/identities in the wake of globalisation. The theoretical analysis is then used to draw out ideas on how Africa can move forward on a self-decolonisation path to meaningful development. Jimmy Spire Ssentongo is a senior lecturer at Uganda Martyrs University. He is the founding chair of the university's Center for African Studies and teaches in the Department of Philosophy at Makerere University.
