All developing countries look alike in many respects. However, some of these countries are so closely alike that they conjure up in the mind the image of Siamese twins. There are many similarities between India and China such as the existence of surplus labour and interventionist government that deserve a comparative analysis. In this study, Dr. Srinivas has analysed the development of these two countries with reference to their growth performance, general development and economic transformation as the backdrop for understanding their comparative achievements in the realms of industrial growth and productivity, and liberalisation and industrial relations. The author has taken care to study the political economy of liberalisation for these booming economies, pointing out that liberalisation has created many negative impacts on labour and labour-capital relations. It has created new areas of contradictions and conflicts and has exacerbated the problems of proletarianisation and casualisation of labour. Dr. Burra Srinivas is working as Research Associate with the Centre for Organization Development (COD), a premiere research, training and consultancy organization. He is specialising in the areas of corporate governance, leadership, communication, and human resource management. He has multi-disciplinary skills with political economy perspective. This apart, he is also working on the management of natural resources and its impact on rural/tribal area development. His name is published in Marquis Who's Who in the World, 1999 and 2000, USA. The University of Hyderabad awarded him doctorate in the year 2000 for his thesis in Public Policy. Earlier, he has completed his Master's degree from Mahatma Gandhi University, M.Phil from University of Hyderabad and also LL.B from Osmania University. At international level the cold war among superpowers ended in the early nineties of the twentieth-century. However, regional cold war between India and Pakistan continued throughout the nineties. In the wake of Pakistan's test firing of the Ghauri-I missile in April 1998, and with both India and Pakistan exploding nuclear devices in May 1998, the arms race in South Asia began. The costly nuclear and missile race unleashed since then has threatened regional peace and stability, and increased the risk of nuclear confrontation between India and Pakistan. This book discusses issues, challenges and prospects for the development of small and medium enterprises (SMEs) in the wake of the information age and digital era. At the dawn of the new millennium SMEs face a number of issues and challenges in their vital role in economies over the Asian-Pacific countries. This book is intended to analyze and evaluate the Statute of the International Criminal Court which was newly created at the United Nations Diplomatic Conference in Rome, Italy on 17 July 1998 (The Rome Conference or the Conference). The book addresses a host of difficult questions and common questions the new permanent International Criminal Court (The ICC or The Court) can raise and possible answers to those questions. This book also records the legislative histories of each article of the ICC Statute and evaluates legal ramifications of the Statute. Even though the United States Government has argued the Rome Statute violates the law of treaties and is not consistent with international law, the author tries to prove that the Rome Statute does not violate the law of treaties and is consistent with international law. The Rome Statute is invaluable in that it codifies the present international law and international criminal law and procedure. The Statute, which was supported by 120 states in the world, summarize the present treaty law, customary international law and general principles of law, even though some contents of the Statute were watered down by some states. The author participated in the process for the adoption of the Rome Statute as a member of the Korean Delegation to the Rome Diplomatic Conference. Korea submitted a very important proposal on the jurisdiction of the Court, which the author was involved in, and tried to bridge the gaps between the U.S position and various other states' positions. On the basis of his own reservations and experiences at the Rome Conference, the author thinks the Rome Statute has delicate balances among various interests of countries and will be a great weapon for the World to fight with against the most heinous international crimes: genocide, crimes against humanity, war crimes and crimes of aggression.
