Bachelorarbeit aus dem Jahr 2023 im Fachbereich VWL - Finanzwissenschaft, Note: 1,0, Albert-Ludwigs-Universität Freiburg (Institut für Finanzwissenschaft und Sozialpolitik), Sprache: Deutsch, Abstract: Anhand von zwei Fällen wird die Grenze zwischen zulässigen und unzulässigen Sondervermögen - als illegale Umgehung der Schuldenbremse - herausgearbeitet.Daneben wird die ökonomische Sinnhaftigkeit solcher "Sondertöpfe" erörtert. Einerseits wird vor einer Aushöhlung der Schuldenbremse als wesentliche Grundlage fiskalpolitischer Entscheidungen gewarnt. Insofern wird vor allem auf die langfristige Tragfähigkeit der Staatsfinanzen und fehlende finanzielle Spielräume für künftige Generationen verwiesen. Durch die getrennte Ausweisung außerhalb des regulären Haushalts könnten Sondervermögen unter Umgehung der Schuldenbremse für zusätzliche kreditfinanzierte Ausgaben genutzt werden. Die Staatsverschuldung würde verschleiert und die öffentliche Haushaltsführung intransparenter. Andererseits wird ein zu starres Festhalten an der Schuldenbremse angesichts eines hohen Investitionsbedarfs kritisiert und deren Lockerung bzw. Abschaffung gefordert. Zur Finanzierung der notwendigen Ausgaben kämen gerade auch kreditfinanzierte Mittel über Sondervermögen abseits der Schuldenbremse in Frage. Abschließend folgt eine Bewertung unter Berücksichtigung sowohl der juristischen als auch ökonomischen Implikationen.Aktuell wird häufig über staatliche Sondervermögen diskutiert. Kürzlich wurde bekannt, dass Intel vom Bund weitere 3,1 Mrd. Euro an Subventionen für sein geplantes Werk in Magdeburg bekommen wird, weitere fünf Mrd. Euro sind für die Ansiedlung von TSMC in Dresden vorgesehen. Das Geld stammt nicht aus dem regulären Bundeshaushalt, sondern aus dem Klima- und Transformationsfonds, einem Sondervermögen.Sondervermögen sind in wirtschaftlicher wie auch juristischer Hinsicht umstritten. Teilweise wird von einer Umgehung der im Grundgesetz verankerten Schuldenbremse gesprochen. Danach dürfen die Länder keine, der Bund jährlich maximal 0,35 % der Wirtschaftsleistung als neue Schulden aufnehmen. Nur ausnahmsweise, im Falle von Naturkatastrophen oder außergewöhnlichen Notsituationen, ist eine höhere Neuverschuldung zulässig. Vor diesem Hintergrund stellt sich die Frage nach der Verfassungsmäßigkeit von Sondervermögen in Bund und Ländern.So hat etwa der Hessische Staatsgerichtshof das hessische Corona-Sondervermögen als verfassungswidrig eingestuft. Über den zweiten Bundesnachtragshaushalt 2021 wird aktuell beim Bundesverfassungsgericht in Karlsruhe verhandelt, nachdem die Bundesregierung ungenutzte Corona-Gelder i.H.v. 60 Mrd. Euro rückwirkend in den KTF verschoben hatte.

As per the growth in the field of security, data authentication and data access control are the major issues. Now-a-days many users prefer to share their data through websites are bound to have many security related issues. The main issue is the leakage of password file. To overcome this issue, honey words concept is introduced. Honey words are the Decoy (fake) passwords. If an attacker steals the password file, it will include original password and honey words and password cracking becomes tougher. So, for an adversary it will become harder to distinguish between original password and a honey word. The administrator gets notification if any illegal login done apart from the genuine user. In this system the main advantage is that sensitive data can¿t be viewed by the unauthorized user. For this Identity Based Encryption (IBE) has been implemented. By this, only the user with genuine credentials allowed to view the original data.

Among the significant public and animal health concerns in the world, Anthrax and Brucellosis are the detrimental but neglected zoonotic infections in many developing countries. It was thought that Ethiopia has the largest livestock population in Africa and the majority of its population relies on agriculture as both a source of nutrition and income. Therefore; people who have frequent contact with animals in areas where Brucellosis is endemic are at high risk of contracting the disease. Thus, the study on prevention practices of Anthrax and Brucellosis among cattle owning households and recommending proficient standard methods will have a vital role to undertake evidence-based intervention for the reduction of Anthrax and Brucellosis diseases.The main objective of the present study is to assess the prevention practices of Anthrax and Brucellosis among cattle owners and identify associated factors among cattle owners in Bole sub-city, Addis Ababa, Ethiopia.

The impact of natural resources on development has been a controversial issue for decades. Natural resources revenues, for most LDCs, have shown to generate adverse economic and political outcomes. The Extractive Industries Transparency Initiative (EITI) was launched in 2003 as an international policy and institutional intervention aimed at mitigating the negative effects of resource abundance by promoting the transparency of resource revenues and accountability of the governments in resource rich states. Nigeria signed on to the global EITI process, following an official launch in 2004, which led to the establishment of the Nigeria Extractive Industries Transparency Initiative (NEITI). The objective of the study was to assess the impact of NEITI on natural resource revenue governance in the Nigerian oil and gas sector. Survey design was employed as the research methodology. Data analysis was done by use of descriptive analysis. The data analyzed revealed that NEITI has enhanced natural resource revenue transparency but has not enhanced natural resource revenue accountability in the Nigerian oil and gas sector.
