La regulación urbanística del desarrollo de una gran ciudad es una actividad sistemática, que no ha recibido una comprensión bastante profunda en la teoría y la práctica modernas de la planificación urbanística. La regulación urbanística está estrechamente interconectada con la regulación del desarrollo social y económico de la ciudad y es uno de los medios para alcanzar los objetivos socialmente significativos del desarrollo de la ciudad. La gestión del desarrollo urbanístico de la ciudad puede entenderse como un conjunto de efectos intencionados sobre los parámetros del sistema urbanístico: sobre la naturaleza, los ritmos y la orientación de su desarrollo. Es posible operar mediante el desarrollo y la adopción de actos jurídicos, programas de proyectos, llevando a cabo una política económica y de inversión intencionada. La percepción moderna de la ciudad como un difícil sistema autoorganizado supone la sustitución del término "gestión" por el término "regulación", es decir, la gestión suave que opera en resonancia con las tendencias inmanentes del desarrollo del sistema. En el curso de la construcción del sistema de regulación moderno por parte de la ciudad hay que considerar la actividad sistemática del objeto y las características de su comportamiento como un sistema difícil determinado probabilísticamente.

Depuis un passé récent, c¿est-à-dire l¿époque de l¿exode rural, les grands mouvements des populations rurales vers les villes, la mentalité de la population congolaise a changé. Cette époque a transformé la vision de l¿homme noir d¿Afrique. C¿est une vision très différente de celle de l¿homme de l¿époque coloniale sur la compréhension de la notion d¿hygiène publique. Ce nouveau comportement fait que les citoyens de la ville génèrent et abandonnent des déchets de plus en plus nombreux dans les rues et dans les habitations.
