CAN INNER CITY KIDS GET A GOOD EDUCATION? Crime, drugs, guns - in Philadelphia, the poorest of the nation's big cities, it all starts in kindergarten and moves up through senior year in public high school - poor proficiency in English and math, poor graduation rates, lack of good jobs for the many kids in the so called "impoverished, underprivileged, poor" neighborhoods.
