This work explores the factors influencing digital transformation in local authorities. Digital transformation, aimed at modernizing public services and improving the citizen experience, is approached from a number of angles. Firstly, the state of play examines the initiatives already undertaken, highlighting the benefits and challenges of digitalization in the local public sector. Next, internal determinants are examined, including leadership, digital skills, infrastructure and organizational culture. External determinants, such as the regulatory framework, public-private partnerships and citizen expectations, are also explored. Case studies and best practices illustrate concrete examples of local authorities successfully undergoing digital transformation. Finally, strategic recommendations are put forward to ensure a successful transformation, including support, training, impact assessment and adaptation to technological change. The conclusion summarizes the main lessons and prospects for the future of digital transformation.

The present research deals with the relationship between higher education and secondary education in the processes of choosing a university career. The results of a non-experimental design are presented. The general objective is to determine the relationship between higher education and secondary education in the processes of choosing a university career in order to establish the level of admission to universities. The sample used was of 30 students and one vice-rector, considering a qualitative approach for the collection of information, including documentary review. It was found that the young people have a useful vision without exaggeration about the uses and benefits of higher education; however, they give a low rating to the processes of career choice and to the management carried out by the Student Counseling Department of the educational institution. It should be noted that there is a high interest of students to study a professional career, so these entities should adapt to this need and adopt measures or joint processes that contribute to the fulfillment of their goal.

The aim of this paper is to discuss the current psychosocial phenomenon described by Simone Weil, Eclea Bosi, Gilberto Safra and Frochtengarten as ethical-political uprooting. The authors, references in this field, sought to describe and analyze this contemporary phenomenon, alerting us to the consequences for both the subject and education. We have tried to develop reflections with the aim of pointing out how persistent this problem is and how it must be understood as intrinsically related to the cultural conditions of our time.

Citrus fruit is harvested at the start of ripening to maximize shelf life and marketability. However, prolonged storage of apples exposes them to a variety of ailments, which may be physiological in origin, often linked to cold, or parasitic in origin, essentially fungal diseases.A physiological study of the effect of two culture media on the development of four fungal species (Penicillium italicum, Penicillium digitatum, Aspergillus niger and Acremonium sp.) isolated from rotting citrus fruit during storage showed that the MEA and PDA media were favorable to the development of these fungi. On PDA medium, mycelial growth is maximal at 20°C. The antifungal power of the two essential oils tested in vitro was broad-spectrum, with very strong antifungal activity on the diametral growth of pathogens responsible for citrus fruit rot.

The research describes the incidence of the Covid-19 pandemic in the development of educational activities in the Mbya Guaraní community of Pastoreo, district of Obligado - Itapúa. The research approach is qualitative. For data collection, key informants who could provide accurate information on the process of development of educational activities during the pandemic were used. The sample consisted of a supervisor, principal and teacher. "The role of the MEC should be to support Indigenous peoples to strengthen and revitalize their culture" (Gaska, 2020, p. 271), in the community classes are taught twice a week. The plans presented in the platform, "Your school at home", were not very relevant and the key informants agreed that with this modality there is little learning, considering that they need the help of the educator, since most of their parents do not know how to read or write. The teaching and learning strategies in pandemic were based on daily planning and before it, they frequently presented individual and group work. Evaluation was process-based.

This research work analyzes the media discourses on the issue of street harassment in two web portals that are part of Journalism 2.0: Infobae.com and Cosecha Roja. Street harassment is a social problem of current relevance that constitutes only one of the most common manifestations of a sexist and patriarchal society, in which power relations between men and women are unequal and often violent. Since a resounding case of street harassment suffered by young Aixa Rizzo in April 2015, many Argentine media began to give greater coverage to a scourge that is very naturalized in the national DNA.

A perfect crime is one in which it is impossible to point out a culprit to punish him, which is A VENGEANCE TAKEN BY SOCIETY, forbidding the victim's relatives to do it by their own hand on pain of also penalizing them. And what does it mean to point out a culprit? For this it is necessary to establish the existence of a victim, a weapon, a motive, and an executor of the crime, that is, the person responsible. And is this always possible? Many times the above requirements may not be met and a crime may go unpunished, at least for a while, but by Universal Conspiracy the criminal always leaves loose ends that one day will allow to discover him.

The aim of the present work was to compare spectrophotometrically the number of sessions for an effective color change with 100% carbamide peroxide, 37% and 35% hydrogen peroxide, through the Walking Bleach technique. This was an experimental study, in vitro, in parallel, with blind in the measurement of the effect and in the data analysis. Eighty-eight premolars extracted for orthodontic indication were used. These were endodontically treated and artificially pigmented with chromogens derived from blood decomposition products. They were randomly divided into 4 groups of 22 teeth (one group for each bleaching agent, plus a control group with distilled water). The treatment regimen for each group was 4 sessions with a separation of 4 days between each one. The baseline and post-treatment color was recorded using the Vita Easyshade V dental spectrophotometer, with which the colors were recorded in CIE L*a*b* color space. The values of the total color variation (SD) between the initial parameters and the different evaluation times were subsequently calculated.

Orienteering is a sport modality that is not very professionalized, which is the main reason why scientific research has not focused on its study. For this reason, the book "Physical-physiological performance factors" has been carried out with the aim of defining, for the first time, all those variables that athletes, coaches and physical trainers must take into account when planning their training. The benefits of this knowledge will result in more realistic and efficient training and an improvement in the competitive results of these athletes.

This study focuses on the UN's involvement in the peace-building process in CAR. It raises a fundamental problem in international relations, since states are no longer the exclusive actors: the relationship between international organizations and states, or the intervention of a transnational actor in a sovereign state. The CAR is a post-conflict country, the prototype of a fragile and vulnerable state, placed by the international community in the category of "weak states" in need of support. How to understand the UN's involvement in peace-building in CAR is the fundamental question this study sets out to answer. The UN's involvement is seen as an affirmation of its role in maintaining international peace and security, and as a contribution by the international community to the stabilization and perpetuation of peace in CAR, within the framework of multilateral cooperation. The study reveals several political, security and socio-economic obstacles to the peace process in CAR.

Stomach cancer remains a public health problem worldwide. Its high incidence and, above all, the fact that it is often diagnosed at an advanced stage, mean that its prognosis remains equally bleak. Treatment options for patients with this cancer are based on tumor staging and resectability. The only radical treatment is carcinological surgery. For this, an exhaustive evaluation is imperative for optimal treatment. Exploratory laparoscopy is a major tool, more reliable than any preoperative radiomorphological examination, for assessing cancer extension, enabling tumors to be classified as resectable or unresectable, in order to avoid unnecessary laparotomy, a source of significant morbidity and mortality. The aim of this paper is to review the literature on gastric cancer, and to examine the question of whether exploratory laparoscopy should be performed systematically for gastric cancer. In this way, we have demonstrated its relevance and unavailability in their exploration, as it has been well recommended by all learned societies worldwide.

The wave of protests in June 2013 went through different phases: the first, the initial period of mobilization, was characterized by the national confluence of waves of local protests related to public transport; the second phase, of diffusion and peak mobilization, was characterized by a process of social and political overflow, with new sectors and new agendas joining the protests; finally, in the third phase, of demobilization, there was an ebb in the demonstrations. In this book, we try to understand how the three main types of repertoire found among the protesters (the autonomist repertoire, the socialist repertoire and the patriotic repertoire) fluctuated with the changes in the dynamics of the wave of protests: we see how the autonomist repertoire, predominant in the first phase, began to compete for influence with the patriotic repertoire after the social and political overflow. Having identified the specific repertoires used by the protesters, we have highlighted the importance of understanding social classes and the class struggle in order to explain the constitution of forms of collective action.

The desire to spread the goodness of climate and soils of Eden Patate paradise Ecuador motivated me to write about something that is ours, the cherimoya or Pearl of the Andes. Originating in the border area between Ecuador (Loja) and Peru at 1550 - 2200 m.a.s.l. it has large areas ideal for the cultivation of the fruit of undeniable qualities. Countries with vision such as Spain, Israel, Chile and others, have organized their orchards with more technique. The U.S.A., with its Department of Fruit Culture, has obtained varieties for cold to temperate climates such as Bays and Booth. It requires 600 - 1400 m.m. of precipitation, today it is cultivated in countries with subtropical climate with soils of p.H. 5.5 - 8 and organic matter content of 1.7 - 2.7%. It prefers medium loamy texture and temperatures: Min. 14, Opt. 16 and Max. 25oC. It is propagated sexually by seed and asexually by grafting, achieving quality plants and fast production. It is planted from 6x6 to 8x8 m. To make orchards should be selected varieties of medium to thick bark for better preservation of the fruit of delicious aroma and flavor. It is pruned from 1 - 3 years obtaining formed plants and helping with good nutrition and ideal planting and irrigation systems.

The species Cryptostegia madagascariensis Bojer ex Decne is a climbing plant native to the island of Madagascar, introduced to Brazil for ornamental purposes or out of botanical curiosity. This species has become an important invader in various parts of the world, forming self-regenerating populations and clumps, mainly in deforested areas, watercourse banks and temporary ponds in the Caatinga of north-eastern Brazil. This study was carried out in a greenhouse in order to assess the effects of salinity on the chemical characteristics of the soils studied and on the germination and vegetative behaviour of young Cryptostegia madagascariensis plants. Initially, the material from a Fluvial Neosol and a Vertisol was irrigated with saline water (0.3; 1.0; 2.0; 4.0 dS m-1). Then 19 kg of each soil substrate was placed in plastic pots with a capacity of 21 litres, and the treatments were arranged in randomised blocks with four replications.

Do the Right Thing (1989) is a key piece in the history of African American cinema. This cinema has a trajectory almost as old as the origin of commercial cinema. It is therefore interesting to understand how, after having been marginalized for decades by the industry, it is no longer surprising to see a black protagonist or director in a major production. For his part, Spike Lee is the most important African-American filmmaker in the history of cinema. He has a career spanning more than three decades, directing dozens of films, documentaries, music videos and TV commercials. Spike Lee is the black son of New York, as are Scorsese and Woody Allen with their respective origins. Do the right thing, distributed by Universal Pictures, is a denouncing film that shows, as if it were a play, the problems of an African-American New York society that coexists with the multiracial, with inefficient immigration policies, with the neglect of social programs, police repression and neoliberal economy in which the victims are always the poorest. However, it all gets tiring and the consequences are regrettable.

Between January and December 2016, a survey was conducted in the foothills of Rancagua (VI Region, Chile, South America) to characterize the entomological fauna of the "Río de los Cipreses" National Reserve. The aim was to develop a baseline for the systematic study of invasive or quarantine phytophagous insect species, a very relevant problem in Chile. The survey followed the methodology of the field search for insects. The Reserve was visited during the summer and spring months, 1 to 2 times per month, with stays of 2 to 4 days, including nights. We worked in morning, afternoon and evening shifts, using low environmental impact traps. With the help of Conaf (Corporación Nacional Forestal, Chile) park rangers, representative sites with low pedestrian traffic were chosen and insects present in the foliage were observed, photographed and captured. Some interesting results were: a) the plant species "bollén" (Kageneckia oblonga) was the most attacked host, b) Hemiptera was the most frequent order, with 2 exotic genera of "mosquitas blancas" (Siphoninus, Aleurodicus) and c) pollenophagous cockroaches were observed.

The video Head Impulse Test provides a simple means of analyzing the function of the six semicircular canals by calculating the VOR gain and describing the saccade phenomena in response to high-speed stimulation. Our aim was to evaluate the results under two different stimulation conditions, active and passive, on 12 patients. Mean gains were equivalent, except for the lateral channels where the gain was significantly higher in active than in passive (0.93 in active vs. 0.84 in passive). Seven patients showed catch-up saccades: 19 overt (passive) vs. 9 (active) and 2 covert (passive) vs. 8 (active). The latency of covert saccades was shorter in active than in passive. Mean head impulse velocity was higher in active than in passive for all channels except the right lateral. Passive vHIT remains the test of choice for diagnosing canal damage. The improvement in RVO gain associated with the presence of short-latency covert saccades could simulate normal gain and underestimate vestibular damage during active vHIT (rather interesting for assessing the patient's ability to improve gain).

Water scarcity has been a chronic problem in Tunisia for decades. It is a scourge that disrupts social stability, hampers job creation and consequently hampers the fight against unemployment and poverty. This shortage also has a negative impact on the development of the country's inland regions, which have been marginalized for decades. The causes of this chronic shortage are of two kinds. Firstly, there are natural causes linked to a five-stage climate, with rainfall that is heterogeneous in space and time, and water resources, both surface and underground, that are relatively limited and overexploited. These natural causes are compounded by poor governance and inefficient management of the water sector.Despite this complicated situation, there is no shortage of solutions to mitigate the negative repercussions. A crisis strategy will be put in place shortly.
