The objective pursued is to compare the level of risks linked to the quantity of subsidized services in the structures (health centers) engaged by the Ministry of Health in the Haut-Lomami province during a period of three years from 2019 to 2022; and as specific objectives: analyze all the 22 services of the minimum activity package according to their progress over the 3 years and if the PBF would influence the over-use of services with high weighting and not low weightings. The study being cross-sectional descriptive, we used the technique of documentary analysis (primary and secondary sources) as well as direct observation. As all scientific work must be defined in time and space, this study was carried out over a period of 3 years from 2019 to 2021 in the Haut-Lomami province. After analyzing and interpreting the data, the result is as follows: In relation to the risks of services linked to the quantity: ¿ The year 2019 was more marked by a high risk of overuse of services in the KINDA health zone (14/ 22); in 2020 at the KANIAMA health zone (10/22) and 2021 at the health zone.
