Sanctioning power of the Cantonal Council

The elderly, children and adolescents, pregnant women, persons with disabilities, persons deprived of liberty and those suffering from catastrophic or highly complex illnesses will receive priority and specialised attention in the public and private spheres. The same attention shall be given to persons at risk, victims of domestic and sexual violence, child abuse, natural or anthropological disasters. The state shall provide special protection to persons in a condition of double vulnerability.
