The search takes Quille to River City, a 1980s apartment complex once known for its modern design. There, a much-loved former resident is killed only hours after Quille arrives.
Storm-related disasters block authorities from reaching the building.
To prevent more deaths and find the missing woman before it's too late, Quille must track the killer herself….
