The Gray Bird of Baghdad

An Iraqi bioweapons scientist has information vital to US interests. He is being hunted by insurgents and his own government. Stephen Monteiro, an ex-Secret Service agent, is assigned to find him before the bad guys do . . . but the government that assigned Monteiro to the case wants him to fail. Why?
