Den danske regering fik landet godt gennem besættelsen ved at forhandle sig til rette med tyskerne. Regeringen støttede det tyske befæstningsarbejde for så vidt muligt at holde arbejdet på danske hænder og forhindre en invasion, som ville smadre landet og folket. Besættelsen medførte ikke de store problemer i de første tre år. Selv om de tyske besættere var uvelkomne havde danskerne for det meste et fordrageligt forhold til soldaterne.Englands premierminister Winston Churchill ville "sætte Europa i flammer" ("set Europe ablaze"), som han sagde. Englænderne ansatte derfor danske agenter, der opildnede landsmænd til modstand og terror. Englænderne styrede deres danske modstandsfolk og forsynede dem med våben. Modstandsfolk angreb næsten aldrig tyskere og tysk ejendom. De valgte i stedet at terrorisere deres landsmænd. De gjorde oprør mod folkestyret i sammenhæng med, at deres hårde kerne var kommunister. I kraft af våbnene gjorde de besættelsens to sidste år til "onde år". Den 29. august 1943 havde de provokeret så meget, at regeringen nedlagde arbejdet. Og den 19. september 1944 havde de presset politiet til at opføre sig så illoyalt, at tyskerne internerede politifolkene i de fire største byer. Modstandsmænd fik så med dødstrusler næsten alle de øvrige politifolk til at nedlægge arbejdet. Værnemagten hentede derefter tyske politifolk, som gik hårdere til de danske modstandsterrorister. Englændere og modstandsfolk spredte helt frem til befrielsen invasionsrygter, som medførte fortsatte befæstningsarbejder. Modstandsmænd saboterede i besættelsens sidste tid befæstningsarbejdet. Sabotagen fik ingen større praktisk betydning - den hindrede ikke ibrugtagen af noget militæranlæg på Djursland. Sabotagen skulle - imod regeringens bestræbelser - gøre det mere attraktivt for de allierede at invadere landet. Modstandsfolkene gjorde sig dermed til landsforrædere og blev hårdt fordømt af regeringen. Ved folketingsvalget 23. marts 1943 fik de partier, som ville forhandle sig til rette med besættelsesmagten, 94 % af stemmerne. Danskerne støttede forhandlingspolitikken og brød sig ikke om modstandsterror.
