The present research deals with the policies directed at young adults on social assistance without vocational training (YAS). Drawing on data collected within cantonal administrations and providers of integration (Basel-City and Geneva) as well as interviews with YAS, the publication analysis cantonal social policies and their moral underpinnings. In Switzerland, there is an ongoing strategical shift in the field of youth policies that emphasizes educational integra- tion as a first and primary integration step. This policy shift has implications for the strategical scope of the cantons. The focus on "education first" as a guideline dictates an approach, which follows an intertwined neo-liberal and paternalistic discourse: On the one hand, social policies are designed as investment to avoid a long-term labour market exclusion of the YAS. On the other hand, these policies are legitimized via narratives that construct the YAS as irresponsible and dependent - not yet ready to enter adulthood. In doing so, social policies create and reproduce structural vulnerabilities related to dominant moral values like reinforcing the work ethics of young welfare beneficiaries.

While the surge of populism in the West has attracted considerable public attention, countries often considered to be on Europe's 'periphery' have largely escaped both scholarly and general interest. Political developments in Armenia, Albania, Bosnia, Georgia, Northern Macedonia, Montenegro and Serbia are poorly understood politically and often opaque to non-specialists. Yet the societies, economies, politics and the aspirations of the people in these countries remain closely intertwined with the rest of Europe and its development. Der Begriff der Planetarität ist in den letzten Jahren immer wichtiger geworden, um zu greifen, wie Menschen heute mit ihrem Gastplaneten interagieren und auf ihm präsent sind. Extraktivismus, Klimawandel und menschliche Landnutzungsmuster konstituieren eine nicht mehr nur ökologische, sondern geologische Transformation des Erdsystems: sie schließen sich kurz mit der Kondition des Planeten und verändern sie. Zugleich ermöglichen erdumspannende Systeme der Datenaggregation und Berechnung es Forschenden aus Natur- und Geisteswissenschaften, diese Veränderungen in Echtzeit zu verfolgen und damit Planetarität auf die (mentale) Landkarte zu setzen. Planeten denken unternimmt eine doppelte Intervention in diesen neuen Diskurs: Erstens stellt das Buch Planetarität in einen astrobiologischen Kontext. Damit behebt es einen spürbaren Mangel an theoretischer Fundierung und verlagert den Fokus von einem räumlichen zu einem zeitlichen Verständnis von Planeten als sich ständig wandelnden Entitäten. Dabei hat sich die Eigenzeit der Erde heute radikal beschleunigt. Planeten denken fokussiert daher zweitens auf das Ineinander von planetarischer und biographischer Zeit, das für dieses Zeitalter der technologischen und wissenschaftlichen Akzeleration so paradigmatisch ist wie seine ethischen und politischen Implikationen unbegriffen. Planetarität ist kein Objekt, das vor uns steht, sondern eine Kraft, die im Inneren unserer Leben wirksam ist, während wir unsere Biografien konstruieren: »Planetarität ist fast ein Synonym von Intimität.«

But they do not go far enough to meet the requirements of the country. Wholesale condemnation is out of the question. We have to suggest modifications and expansion giving reasons therefor."The following note, which recently appeared in many leading Indian papers, is an elaboration of this opinion. In conformity with that opinion, the Hon'ble Pandit has suggested important modifications in and an expansion of the proposals, giving reasons for them. There has been a great demand for the Note. It is hence issued in this form.

This book looks at East Asian actors in the League of Nations to explore a pivotal moment in the early stage of the development of global international relations. Interpreta também os resultados e retira algumas lições e recomendações para o caso colombiano.

Sierra Leone is one of the most representative cases worldwide in the use of minors for war tasks. The end of the civil war (1991-2002) brought with it the enormous challenge of reinserting and reintegrating a large number of former combatants, including thousands of children. This book analyzes, from the perspective of conflict theory, the official and independent reintegration policies and programs that were developed in Sierra Leone for children and youth. It also interprets their results and draws some lessons and recommendations for the Colombian case.

La Sierra Leone è uno dei casi più rappresentativi al mondo di utilizzo di minori in guerra. La fine della guerra civile (1991-2002) ha portato con sé l'enorme sfida di reinserire e reintegrare un gran numero di ex combattenti, tra cui migliaia di bambini. Questo libro analizza, dal punto di vista della teoria del conflitto, le politiche e i programmi di reinserimento ufficiali e indipendenti sviluppati in Sierra Leone per i bambini e i giovani. Ne interpreta i risultati e trae alcune lezioni e raccomandazioni per il caso colombiano.

This book offers a novel perspective on consultation with indigenous peoples in projects of natural resource exploitation. Engaging with current debates in international law, the study introduces a multi-dimensional perspective on consultation understood to include self-determination and cultural rights. It analyzes evidence from several countries across the Americas and Africa and presents an original and in-depth case study of Brazil. The book assesses judicial and legislative cases, drawing on relevant literature, international treaties and supplementary information gained from expert interviews. This supports the work¿s broader objective to explore legal facts as well as to evaluate the empirical evidence in light of theoretical considerations. It thereby expands the understanding of consultation as a right under national legal systems and considers practical ways on how to enforce domestic redress for avoiding legal indeterminacy. The conclusions of the analysis contribute to not only a better understanding of the subject matter but also showcase ways of how to improve the realities on the ground. The book puts forward a range of recommendations directed at national authorities, international organizations, development lenders and civil society to help improve the unsatisfactory present circumstances. For peace advocates a corollary to Clausewitz¿s dictum that ¿war is politics by other means¿ might be that other politics could prevent war. By highlighting both individual peace advocates and antiwar/peace organizations from World War I through the wars of the 21st century, the chapters will provide insights into how these individuals and organizations articulated their opposition to and mobilized against specific wars and international/regional conflicts. Organized roughly in chronological order, each chapter will illuminate the socio-historical conditions under which such peace advocacy contested state aggression and armed combat at the national and/or transnational levels. Beyond understanding the specific socio-historical circumstances within which these antiwar and peace advocates and organizations operated and their resultant achievements and failures, the book as a whole will examine the kind of politics that perpetuate war and those that offer a challenge to that perpetuation. L'auteur creuse ces thèmes en ouvrant toujours une perspective sur les lendemains de ce monde qu'il quitte. Comment, vers quoi le salariat peut-il évoluer ? Le syndicalisme en sera-t-il l'instrument, ou bien son esprit de monopole porte-t-il au contraire en germe la décadence des peuples modernes ? Mieux, trois ans avant la Grande Guerre, il entrevoit une guerre européenne, pressentant que le XXe siècle sera le siècle d'un virage de civilisation. Die geografische Lage Brasiliens und Kolumbiens, ihre gemeinsamen Grenzprobleme und ihre operative Affinität könnten die Möglichkeit einer regionalen militärischen Zusammenarbeit bieten, da sie gemeinsame Interessen haben, wie z.B. den Schutz des Amazonasgebietes, und beide Länder über keine mehrmotorigen Vektoren in ihren Luftstreitkräften verfügen, die durch internationale Abkommen ergänzt werden könnten. In diesem Beitrag wird die Machbarkeit einer solchen Zusammenarbeit anhand von Literatur- und Dokumentenrecherchen sowie einer technisch-operativen Analyse untersucht. Ziel ist es, die Möglichkeit und die Form einer bilateralen militärischen Zusammenarbeit zwischen den kolumbianischen Luftstreitkräften (FAC) und den brasilianischen Luftstreitkräften (FAB) zum Schutz des Amazonasgebiets unter Verwendung des Flugzeugs KC-390 zu ermitteln. Die Ergebnisse, die sich auf eine Dokumentenrecherche und eine Literaturrecherche stützen, weisen auf die Machbarkeit einer bilateralen Zusammenarbeit nach dem Vorbild des europäischen Modells für Lufttransport und Luftbetankung (Atares) hin, bei dem die brasilianische KC-390 die FAC ergänzt und die kolumbianischen KC-767 die Ausbildung der brasilianischen FAB-Piloten verbessern.

La guerre en Ukraine révèle une fois de plus que l¿Europe occidentale et du centre se trouve devant un choix de sécurité. Ce choix porte sur l¿appartenance de l¿Europe à d¿autres puissances ou à elle-même. Comme l¿actualité le montre, il n¿est guère aisé. Même si le positionnement européen exige beaucoup de persévérance et de temps, il devient à présent une nécessité et même une urgence. L¿ Europe hors de la Russie est en danger de mort devant un débordement éventuel de la guerre et sa haute nucléarisation. Sa position géographique et la densité de sa population la rend déjà fort fragile face à la recomposition géopolitique du monde. L¿essai présent nourrit, sans s¿imposer, les réflexions fondamentales à mener par chacun-ne. Surtout, il peut rendre un service pour opérer le choix politique en question par ses lectrices et ses lecteurs. Pour faire la paix, les chemins sont multiples! Choisir une UE «puissance autonome de paix» peut signifier une neutralisation progressive. L¿enjeu est énorme mais réaliste. Dénucléariser, désarmer et démilitariser se joignent à d¿autres stratégies d¿ordre social, migratoire et environnemental en Europe comme dans le monde entier.

The geographical position of Brazil and Colombia, their shared border problems and their operational affinity could represent the possibility of regional military cooperation, since they share common interests, such as protecting the Amazon, and both countries lack multi-engine vectors in their air forces that can be complemented through international agreements. This paper analyzes the feasibility of such cooperation, through bibliographical and documentary research and technical-operational analysis, and seeks to verify the possibility and format of bilateral military cooperation between the Colombian Air Force (FAC) and the Brazilian Air Force (FAB), for the protection of the Amazon, using the KC-390 aircraft. The results, based on documentary research and a literature review, point to the viability of bilateral cooperation along the lines of the European Air Transport & Air-to-Air Refueling (Atares) model, in which the Brazilian KC-390 complements the FAC and the Colombian KC-767s increase the training of Brazilian FAB pilots.

Views from the Frontline (VFL) è un programma di monitoraggio partecipativo innovativo che mira a rafforzare la responsabilità pubblica per l'esecuzione delle politiche di RRC, fornendo la prima revisione globale indipendente dei progressi compiuti nell'attuazione della riduzione del rischio di catastrofi a livello locale. Il VFL raccoglie un ampio spettro di prospettive dalle comunità, dalle autorità locali e dalle organizzazioni della società civile più colpite dai disastri. Il programma biennale riconosce il valore di una voce consolidata della società civile in diverse regioni e richiama l'attenzione sulle sfide della RRC considerate dagli stakeholder locali come fondamentali per rafforzare la resilienza delle comunità.
