Ideas, Interests and Foreign Aid

Every rich country gives foreign aid, but no two aid programs are alike. This book argues that beliefs about the purpose of foreign aid drive policy choices. For example, framing aid in terms of export interests produces a different aid program than would result from a humanitarian frame.
