Title IX in Institutions of Higher Education

Sexual violence is a solemn issue relating to public health and human rights problem with both acute and chronic consequences on the survivor¿s physical, mental, and sexual health. Whether sexual violence occurs in the context of an intimate partnership, within the larger family or community structure, or during times of conflict, it is a deeply violating and painful experience for the survivor. It is mostly women who become the victim of such aggression by the perpetrators, and it is mostly women who become the sufferer of the prejudice of the society; but who should we blame? Who is the actual perpetrator? Who needs to take the responsibility?
